The Government of Vietnam issued Official Telegram 441/CD-TTg dated May 22, 2023, on strengthening measures to prevent and fight forest fires.

In order to actively prevent and fight forest fires and minimize damage caused by forest fires, the Prime Minister of Vietnam requested the People's Committees at all levels and functional agencies to strictly perform their management responsibilities for forest fire prevention and fighting, strengthen the inspection and supervision of forest fire prevention and fighting; consider this a central task, and absolutely not be subjective, negligent, or lose vigilance.

At the same time, the presidents of the People's Committees of the provinces and centrally-run cities are responsible for forest fire prevention and fighting in the area and urgently direct the implementation of a number of key and urgent tasks as follows: 

- Inspect and review forces, means, and supplies; develop a plan for forest fire prevention and fighting to ensure adequate, close to reality, and capable responses to forest fire situations;

- Actively arrange local reserve funds and other lawful capital sources to ensure good implementation of forest fire prevention and fighting.

- Organize on duty, assign forces to be on duty 24 hours a day during the dry season and hot days;

- Arrange checkpoints, patrol and guard key areas prone to forest fires, and strictly control people entering and leaving forest areas with a high risk of forest fires;

- Timely detect fire spots, mobilize forces to participate in controlling and extinguishing forest fires in the shortest time, preventing large fires from occurring;

- Strictly implementing the reporting regime, ensuring completeness, accuracy, and timeliness to serve the direction, administration, and organization of forest fire prevention and fighting in a timely and effective manner.

- Have a plan to be ready and proactively move people out of dangerous areas when necessary, ensuring the safety of life and property of the people and the State.

- Expeditiously issue forest fire forecasting levels and forest fire forecasting tables in the area according to the provisions of law.

- Strengthen propaganda and education to raise awareness and responsibility in forest fire prevention and fighting;...

The Ministry of Agriculture and Rural Development to take responsibility for directing forest fire prevention and fighting nationwide

Specifically, the Ministry of Agriculture and Rural Development is responsible for directing and organizing forest fire prevention and fighting nationwide, which urgently directs the implementation of a number of key and urgent tasks as follows:

- Assume the prime responsibility for and coordinate with ministries, branches, and People's Committees of provinces and centrally run cities in strengthening the direction and inspection of forest fire prevention and fighting.
of localities in key areas of forest fire.

Immediately dispatch leaders and functional agencies to support localities in responding and commanding forest fire fighting, strictly maintaining the 24/24 duty regime. Review and finalize the Regulation on direction, administration, and coordination in forest fire prevention and fighting.

- Closely monitor the developments of the weather; coordinate with localities to review and identify key areas at high risk of forest fires; improve the quality, accuracy, and frequency of forecasting and warning of forest fire risks;

Strengthen the application of high technology in forecasting and warning of forest fire risks and early detection of forest fires, ensuring suitability, practicality, and efficiency, and being ready to support localities when forest fires occur.

- Direct, guide, and inspect localities to effectively implement the Project on capacity building for forest rangers in forest management and protection and forest fire prevention and fighting in the 2021–2030 period. promptly handle local recommendations according to their competence;

Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and localities in reviewing, formulating, and summarizing the urgent need for financial support for forest fire prevention and fighting in 2023 of ministries, branches, and localities in order to improve the quality and effectiveness of forest fire prevention and fighting.
