On April 14, 2023, the Minister of Education and Training of Vietnam issued Circular 08/2023/TT-BGDDT amending Circulars stipulating codes, standards for professional titles and appointment and salary ranking of teaching staff in public preschool and general education institutions.
To remove requirement for a master's degree for Grade I primary and secondary school teachers from May 30, 2023 in Vietnam (Internet image)
The standards of training and retraining for primary and secondary school teachers of grade I are amended as follows in Circular 08/2023/TT-BGDDT:
- Standards of training and retraining qualifications for primary school teachers of grade I:
+ Having a bachelor's degree or higher in the field of teacher training for primary school teachers.
If the subject does not have enough teachers with a bachelor's degree in the field of teacher training, the teachers assigned for the subject must have a bachelor's degree in a relevant discipline and a certificate of professional training in pedagogy for primary school teachers under the program promulgated by the Minister of Education and Training;
+ Having a certificate of training according to the professional title standards for primary school teachers.
(Compared to the current Circular 02/2021/TT-BGDDT, this circular removes the requirement to have a master's degree or higher in the field of teacher training for primary school teachers, or to have a master's degree or higher in a discipline relevant to the subject they teach, or to have a master's degree in educational administration or higher with a grade I primary school teacher.)
- Standards of training and retraining qualifications for grade I secondary school teachers:
+ Having a bachelor's degree or higher in the field of teacher training for primary school teachers.
If the subject does not have enough teachers with a bachelor's degree in the field of teacher training, the teachers assigned for the subject must have a bachelor's degree in a relevant discipline and a certificate of professional training in pedagogy for primary school teachers under the program promulgated by the Minister of Education and Training;
+ Having a certificate of training according to the professional title standards for primary school teachers.
(Compared to the current Circular 03/2021/TT-BGDDT, this circular removes the requirement to have a master's degree or higher in a teacher training discipline for junior high school teachers, or to have a master's degree or higher in a discipline relevant to the subject they teach, or to have a master's degree in educational management or higher with a grade I secondary school teacher.)
The amended professional ethics standards for preschool teachers in Article 2a of Circular 01/2021/TT-BGDDT (amended in Circular 08/2023/TT-BGDDT) are as follows:
- Complying with the guidelines and policies of the Party, the laws of the State, the regulations of the sector and locality on preschool education.
- Regularly cultivating ethics, upholding the sense of responsibility, and preserving the quality, honor, and prestige of teachers; serving as a role model for children.
- Loving the profession, and loving children; knowing how to manage emotions; receiving fair treatment and respect for children; protecting children's legitimate rights and interests; uniting and helping colleagues.
- Strictly complying with regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.

The amended professional ethics standards for elementary school teachers in Article 2a of Circular 01/2021/TT-BGDDT (amended in Circular 08/2023/TT-BGDDT) are as follows:
- Complying with the guidelines, lines, and policies of the Party, the laws of the State, the regulations of the branch and locality on primary education.
- Regularly cultivating ethics, upholding the sense of responsibility, and preserving the quality, honor, and prestige of teachers; serving as a role model for students.
- Giving love, fair treatment, and respect for students; protecting the legitimate rights and interests of students; uniting and helping colleagues.
- Strictly complying with regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.
The amended professional ethics standards for secondary school teachers in Article 2a of Circular 01/2021/TT-BGDDT (amended in Circular 08/2023/TT-BGDDT) are as follows:
- Complying with the guidelines, lines and policies of the Party, the laws of the State, the regulations of the branch and locality on lower secondary education.
- Regularly cultivating ethics, upholding the sense of responsibility, and preserving the quality, honor, and prestige of teachers; serving as a role model for students.
- Giving love, fair treatment, and respect for students; protecting the legitimate rights and interests of students; uniting and helping colleagues.
- Strictly complying with regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.
The amended professional ethics standards for high school teachers in Article 2a of Circular 01/2021/TT-BGDDT (amended in Circular 08/2023/TT-BGDDT) are as follows:
- Abiding by the guidelines and policies of the Party, the laws of the State, the regulations of the sector, and the locality on upper secondary education.
- Regularly cultivating ethics, upholding the sense of responsibility, and preserving the quality, honor, and prestige of teachers; serving as a role model for students.
-- Giving love, fair treatment, and respect for students; protecting the legitimate rights and interests of students; uniting and helping colleagues.
- Strictly complying with regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.
