Content mentioned in Directive 20/CT-TTg 2023 on enhancing electricity saving in the period 2023–2025 and following years issued by the Prime Minister.

Just this, for many years, the electricity supply for the economy has always been guaranteed, creating a solid foundation for economic development, attracting investment, maintaining national security and defense, and social stability.

However, considering the context of electricity supply in the period 2023 - 2025 and the following years, there will be many challenges due to: (i) the hydrological situation that ensures the electricity generation level of hydroelectric plants on the river system is moving in an unfavorable direction due to climate change; (ii) increasing dependence on imported primary energy; (iii) wind power, solar power and other renewable energy sources are still limited; (iv) Thermal power faces many difficulties in expanding investment, meanwhile, electricity demand continues to increase at a high level, on average about 8.5%/year, higher than the economic growth rate, using electricity economically and effectively must be considered an important and urgent solution to continue to maintain stable energy security, sustainable development, and economic growth in the country in the coming time.

In that context, the Prime Minister requested:

- In the period 2023–2025 and the following years, the whole country must strive to annually save at least 2.0% of total electricity consumption.

- Reduce power loss across the entire power system to below 6% by 2025.

- Reduce peak load capacity of the national power system through the implementation of demand management (DSM) and load regulation (DR) programs to at least 1,500 MW by 2025.

- Strive to have 50% of office buildings and 50% of residential homes use self-produced and self-consumed rooftop solar power by 2030 (for on-site consumption, not selling electricity to the national power system).

- By the end of 2025, strive for 100% of street lighting to use LED lights.

To implement electricity-saving public lighting in Vietnam

To achieve the above goals, one of the solutions is to save electricity in public lighting, lighting for advertising purposes, and outdoor decoration:

- Organizations and individuals managing and operating public lighting systems and lighting systems for advertising and outdoor decoration purposes shall preside over and coordinate with construction electricity suppliers and organize the implementation of an electricity-saving plan accordingly. They must ensure at least 30% of total electricity consumption in the period 2023–2025 for the above lighting activities.

- Applying management solutions, technical regulations, and standards for public lighting; Replace decorative lights, lighting, and advertising lights with energy-saving lights; Applying automatic control technology to public lighting, lighting for advertising purposes, and outdoor decoration. Promote the application of solar energy solutions for equipment serving advertising, decoration, and public lighting purposes.

- Deploying energy-saving technology solutions in public lighting, using high-performance, energy-saving lighting equipment for 100% of public lighting projects, and preparing to invest in construction, renovation, and upgrading.

- Accelerating the process of implementing lighting automation according to the time frame and weather conditions of public lighting projects.

- Restaurants, hotels, commercial service establishments, office complexes, and apartment buildings turn off or reduce at least 50% of outdoor decorative advertising lighting capacity during the evening peak of the electrical system. at the request of the local power company; comply with regulations on economical and efficient lighting; be ready to cut off or reduce electricity demand upon notice from the local power company in case of a power shortage; Coordinate with local power companies to carry out appropriate propaganda programs and forms of propaganda on the economical use of electricity during the summer peak, including programs, contests, and promotions on electricity saving in urban areas, apartment buildings, and commercial centers.
