On September 04, 2024, the Prime Minister of the Government of Vietnam issued Directive 31/CT-TTg on enhancing conditions to ensure the effective implementation of tasks for the 2024-2025 school year.
To effectively accomplish the tasks for the 2024 - 2025 school year with the mantra: “Students at the center; Teachers as the motivators; Schools as the support; Families as the foundation; Society as the bedrock,” the Prime Minister of the Government of Vietnam directs the Ministry of Education and Training of Vietnam to focus on implementing several tasks:
- Concentrate on reviewing, amending, supplementing, and perfecting mechanisms and policies to submit to authorized levels for issuance and to issue under jurisdiction to create a legal corridor for further enhancing education and training quality, especially the quality of teachers at all education and training institutions, both public and non-public.
- Direct and guide local authorities to:
+ Continue reviewing and arranging the network of preschool, primary, secondary, and special education institutions; reasonably adjust class sizes; streamline remote school branches to ensure the best convenience for children, students, and residents; in accordance with the actual conditions of regions and local authorities.
+ Strengthen state management responsibilities in selecting, providing, and using textbooks and local educational materials conformably, ensuring a full and prompt supply of textbooks for the 2024 - 2025 school year; plan to support textbooks for students under policy beneficiaries, poor households, nearly poor households, disadvantaged groups, students in difficult family situations, ethnic minority areas, mountainous regions, border areas, islands, and areas with particularly difficult socio-economic conditions.
+ Increase investment in infrastructure, equipment for digital transformation in education and training according to Directive 04/CT-TTg dated February 11, 2024, by the Prime Minister of the Government of Vietnam.
+ Fully and meticulously prepare conditions to organize the high school graduation exam under the 2018 General Education Program ensuring quality, safety, seriousness, efficiency, reducing pressure, and facilitating students.
- Review, arrange the network of universities and pedagogical colleges associated with enhancing quality; strongly promote university autonomy, especially financial autonomy; implement true autonomy associated with accountability, publicity, and transparency; well prepare for university and pedagogical college admissions in 2025; enhance the attraction of investment resources for higher education; strongly promote the non-profit education model at the university level; boost the development of science and technology activities and innovation; intensify international cooperation. Effectively implement projects to develop high-quality human resources, especially human resources in semiconductor technology, artificial intelligence, and cloud computing.
- Direct the strengthening of coordination between families, schools, and society in educating children and students, especially in preventing school violence, preventing crime and social evils among students, ensuring school security and safety.
- Continue to cooperate with the Ministry of Home Affairs and local authorities to review the number of teacher positions to propose to the Central Government to supplement staffing for the Education sector, especially preschool teachers for the 2024 - 2025 school year according to Decision 72-QD/TW in 2022 by the Politburo; direct, inspect, and urge local authorities to recruit teacher positions assigned by competent authorities and have appropriate and effective solutions to overcome the shortage of teachers, especially preschool teachers, and teachers teaching new subjects under the 2018 General Education Program.
- Increase directives, inspections, and oversight of the implementation of policies and laws on education and training, preventing and strictly handling violations in the field of education and training.
