On May 15, 2023, the Government Office of Vietnam issued Notice 176/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the issue of tuition fees and textbooks for the new school year.

Proposing a roadmap for tuition fee collection for preschool and general education in Vietnam

Specifically on the issue of tuition fees, the Deputy Prime Minister requested the Ministry of Education and Training to focus on implementing Resolution 74/NQ-CP, assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Finance, the Ministry of Labor, War Invalids, and Social Affairs, and relevant agencies in urgently amending Decree 81/2021/ND-CP according to the order and shortened procedures to submit to the Government before May 30, 2023, in which:

- It is necessary to evaluate in a radical, comprehensive, and comprehensive way to propose policies and a schedule for tuition fee collection for preschool and general education in accordance with people's ability to pay.

At the same time, there are support mechanisms for policy beneficiaries, the poor, disadvantaged, and difficult areas, to ensure the implementation of the Party and State's policy of humanity and preeminence in universalizing preschool, primary, and lower secondary education.

In addition, ensuring regimes, policies, and income for teachers in disadvantaged areas, mountainous areas, remote areas, ethnic minority areas, islands, etc.

- For higher education and vocational education tuition fees, study the appropriate route, soon apply the tuition fee policy towards correct and adequate calculation in order to promote and improve the quality of higher education and careers.

Not letting shortage of textbooks in the new school year 2023-2024 happen in Vietnam

Regarding textbooks for the new school year 2023-2024, the Deputy Prime Minister gave the following instructions:

- The Ministry of Education and Training takes the initiative in implementing solutions to ensure adequate textbooks, preventing shortages and shortages of textbooks for the new school year 2023-2024, and promptly informs the public about the progress of printing and publishing textbooks for them to love and create social consensus.

- The Ministry of Finance reviews and provides information on the results of the price declaration of textbooks for grades 4, 8, and 11 under the new general education program for localities to select and register their demand for textbooks in a timely manner.

Urgently amending Decree 81/2021/ND-CP according to the shortened order and procedures

According to Resolution 74/NQ-CP, the Government requested the Ministry of Education and Training to assume the prime responsibility for, and coordinate with agencies and localities in, focusing on the following:

- Assuming the prime responsibility for and coordinating with the Ministry of Justice, the Ministry of Finance, the Ministry of Labor, War Invalids, and Social Affairs and relevant agencies in, urgently amending and supplementing Decree 81/2021/ND-CP on the management mechanism for collection and management of tuition fees for educational institutions under the national education system and policies on tuition fee exemption and reduction and support for study expenses;

Service prices in the field of education and training follow a shortened sequence and procedures so that localities and educational and training institutions can promptly decide on the tuition fee collection rates for the 2023–2024 school year.

- Drastically implementing solutions to ensure adequate supply of textbooks compiled under the 2018 General Education Program; negative phenomena, corruption, scarcity, lack of textbooks for study and teaching.

- Directing and guiding localities and general education institutions to evaluate and summarize the school year 2022-2023 and enrolling first graders at all levels for the 2023-2024 school year to ensure practicality, quality, objectivity, and efficiency. Submitting to the Prime Minister for promulgation a Directive to strengthen direction and coordination in organizing the high school graduation exam, university enrollment, and vocational education in 2023 before May 25, 2023.
