To promulgate the Plan for dissemination and education of laws in the culture, sports, and tourism sectors in 2024 in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On December 26, 2023, the Ministry of Culture, Sports, and Tourism issued Decision 4026/QD-BVHTTDL on the Plan for dissemination and education of laws in the Culture, Sports, and Tourism Sector in 2024.

To promulgate the Plan for dissemination and education of laws in the culture, sports, and tourism sectors in 2024 in Vietnam

Specifically, the Law dissemination and education plan for the culture, sports, and tourism sectors in 2024 must focus on the following key contents:

(1) Continue to propagate and widely disseminate the contents of the 2013 Constitution, especially those related to the fields of culture, family, sports, and tourism; Thoroughly grasp and deploy extensively and comprehensively the content of Conclusion 80-KL/TW.

It focuses on disseminating and educating the law on the contents of guidelines, viewpoints, and policies in the documents of the 13th National Congress of the Party, Resolution 27-NQ/TW, the action program of the Ministry of Culture, Sports, and Tourism to implement the resolution of the 13th National Congress of the Party and Resolution 50/NQ-CP dated May 20, 2021 of the Government promulgating the Action Program to implement the Resolution of the 13th National Congress of the Party;

Action plan to implement the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference and the Cultural Development Strategy to 2030 (period 2023-2025); Action program to implement Resolution 77/NQ-CP dated May 12, 2023 of the Government on promulgating the Action Program to implement Resolution 27-NQ/TW issued under Decision 1760/QD-BVHTTDL in 2023;

Increase awareness and promote the roles and responsibilities of the political system and heads of agencies and units in implementing and improving the quality and effectiveness of law dissemination and education; disseminate legal regulations on preventing and combating corruption and waste;

(2) Continue to implement the Prime Minister's Projects: Project "Policy communication organization with great impact on society in the process of developing legal documents for the period 2022-2027" (issued under Decision 407/QD-TTg in 2022); Project "Strengthening people's ability to access the law" (issued under Decision 977/QD-TTg in 2022); Project "Pilot innovation of activities to evaluate the effectiveness of legal dissemination and education" (issued under Decision 979/QD-TTg in 2022) ensuring compliance with the actual conditions of the Industry and effectively implementing the Project "Innovating and improving the effectiveness of law dissemination and education in the Culture, Sports and Tourism sector in the period 2022 - 2026 ”;

(3) Continue to fully disseminate legal regulations in the fields of culture, family, sports and tourism such as: Decree detailing a number of articles of the Law on Prevention and combat agaisnt Domestic Violence, Decree on building and implementing village conventions and conventions of residential communities, the Decree details a number of articles and measures to implement the Intellectual Property Law on copyright and related rights, the Decree regulates the framework of standards and order, procedures, and documents for awarding the titles "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, Town", Decrees detailing the Law on Emulation and Commendation; Law amending and supplementing a number of articles of the Law on Entry and Exit of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam...

(4) Law dissemination and education associated with continuing to organize and implement communication of policies that have a great impact on society in the process of developing legal documents; Disseminate and propagate new policies and regulations of the State that are of interest to public opinion, and orient public opinion immediately from the stage of proposing policies, drafting documents, and creating consensus in building and implementing policies and laws; Implement legal dissemination and education in ethnic minority languages; Strengthen policy communication during the process of developing the Cultural Heritage Law project (amended); Prepare a proposal to develop a Law amending and supplementing a number of articles of the Law on Advertising;

(5) Disseminate and propagate newly issued legal regulations, international treaties to which the Socialist Republic of Vietnam is a member, and international agreements in the fields of culture, family, sports, and tourism;
