On April 24, 2014, the Ministry of Public Security issued Circular 17/2014/TT-BCA stipulating the operation, management, maintenance, and protection of the system for surveillance and handling of road traffic order and safety violations.
To promptly repair damaged devices of traffic surveillance system in Vietnam (Illustration)
Circular 17/2014/TT-BCA stipulates that the damaged equipment of the traffic surveillance system must be repaired promptly. Heads of the Police of units and localities assigned to manage and operate the traffic surveillance system have the authority to decide on the repair of the equipment of the traffic surveillance system in Vietnam.
- The equipment of the traffic surveillance system in use that is damaged must be handled to ensure the system operates safely and continuously;
- In cases where the equipment of the traffic surveillance system is severely damaged and requires major repairs, the unit assigned to manage and operate the system must inspect and evaluate the condition of each part and equipment, determine the quantity of materials, parts, and equipment needing replacement and repair, and report to the Director of Provincial Police (for local police) or the Chief of the Traffic Police Department (for units under the Traffic Police Department) for decision on repair or replacement. If the equipment of the traffic surveillance system is severely damaged and cannot be restored, it must be replaced with new equipment; this replacement equipment must meet the correct type and quality according to the design of the traffic surveillance system or have equivalent or higher technical specifications but must ensure compatibility and synchronization with other equipment connected in the traffic surveillance system.
Note: The repair of the traffic surveillance system must be carried out in compliance with specifications and by units within the Police force; if Police units cannot perform the repairs, the unit managing the traffic surveillance system may select an external unit to perform the repair. The repair must be closely supervised to ensure the confidentiality of information about the traffic surveillance system in Vietnam.
