Content mentioned in Decision 1335/QD-TTg in 2023 approving the Project "Promoting the work of requesting the United States to recognize Vietnam as a country with a market economy in trade defense cases" issued by the Prime Minister.

The main tasks and solutions to implement the project to promote the request for the United States to recognize Vietnam as a country with a market economy are as follows:

1. The Ministry of Industry and Trade presides over and coordinates with relevant ministries, branches, and agencies to proactively promote internal resources, combined with legal advice to develop handling plans in the process of asking the United States to recognize Vietnam as a country with a market economy.

- Develop a master plan for legal solutions according to the proceedings of US law in the process of requesting the US to recognize Vietnam as a country with a market economy.

- Effectively use legal advice to represent and support the Government of Vietnam to forecast and promptly respond to possible scenarios in the process of asking the United States to recognize Vietnam as a country with a market economy.

- Research and organize discussions on legal issues, solicit opinions from experts, industry, and business associations, and monitor case developments to promptly advise on solutions in the process of asking the United States to recognize Vietnam as a country with a market economy.

- Participate in hearings, explanations, dialogues, exchanges, etc. with relevant parties.

2. The Ministry of Industry and Trade presides and coordinates with relevant ministries, branches, and agencies to strengthen the inter-sectoral coordination mechanism to promote the request for the United States to recognize Vietnam as a country with a market economy.

- Establish a standing working group to request the United States recognize Vietnam as a market economy, including representatives of 11 relevant ministries, branches, and agencies.

- Assign specific tasks to ministries, departments, branches, and localities related to providing information, coordinating to handle legal issues, and building arguments to respond to relevant parties.

- Coordinate with relevant agencies to deploy legal and diplomatic tasks in parallel.

- Relevant ministries, branches, and agencies arrange their own funds to pay for the activities of members representing their units participating in the Working Group.

3. Relevant ministries, branches, and agencies promote lobbying for the United States to recognize Vietnam as a country with a market economy through negotiation and dialogue channels.

- Mobilize industry associations, Vietnamese export businesses, and law firms to support Vietnam's viewpoint in operating macroeconomic policies.

- Mobilize importers, downstream product manufacturing industries, reputable and influential organizations, individuals/social activists in the United States to express positive views and opinions to influence US government agencies on the development of the Vietnamese economy in general.

- Organize dialogues and collect comments from international organizations, non-governmental organizations, foreign embassies in Vietnam, independent and reputable agencies and organizations (WB, IMF, OECD, etc.) that support the proposal to consider Vietnam as a country with a market economy.

4. Other solutions

- Ministry of Industry and Trade presides and coordinates with relevant ministries, branches, and agencies to promote propaganda and the dissemination of progress and results of regular task implementation in domestic and international mass media.

- The Ministry of Industry and Trade presides over and coordinates with relevant ministries, branches, and agencies to mobilize domestic production industries, export and import businesses, industry associations, domestic and foreign organizations, and individuals to participate in supporting and supporting the implementation of the work of promoting the United States to recognize Vietnam as a country with a market economy.
