The planning of the physical training and sports facility network for the period 2021-2030, with a vision to 2045, has been approved, including the development direction of the national physical education and sports facility network.

On September 16, 2024, Decision 991/QD-TTg approved the Planning of the Cultural and Sports Facility Network for the period 2021-2030, with a vision to 2045. The planning scope includes areas where important cultural and sports facilities are located, playing crucial roles in regional connectivity, forming development hubs for culture and sports both within regions and inter-regionally (including facilities directly managed by ministries and central authorities) on land, islands, archipelagos, maritime areas under the sovereignty, sovereign rights, and jurisdiction of Vietnam, and Vietnamese cultural centers abroad.

The development orientation of the national physical and sports facility network is as follows:

(1) Network of Athlete Training Centers

- Establish, upgrade, and modernize the national sports training centers to meet the training and achievement enhancement requirements for continental and global sports events.

- Research and invest in the construction of a key national training center within the My Dinh National Sports Complex (if appropriate) to serve the training of athletes in key sports aiming at medals in the Asian Games and World Games.

- Organize the distribution of the national sports training center network and satellite centers in regions and localities suitable to natural conditions, facilities, etc., to meet specialized training and competition requirements in key and strong sports; rationalize the organizational structure for effective and streamlined management.

- Invest in athlete training centers of scale with Level I, II, III specialized standards to meet training, teaching, and organizing international and national competitions.

(2) Network of Sports Activity Centers

- Invest in and develop a network of national sports complexes in Hanoi, Da Nang, and Ho Chi Minh City to modern, synchronized standards ensuring compliance with current regulations and standards, meeting the requirements of organizing regional and continental sports festivals.

Complete the investment following the planning and the ability to balance and mobilize resources for the My Dinh National Sports Complex to meet the Asian Games standards. Research and invest in the construction of the Rach Chiec National Sports Complex in Ho Chi Minh City. Complete the facilities and equipment of the Hoa Xuan National Sports Complex in Da Nang.

- Research, construct, and upgrade sports complexes or training and competition centers of provinces and centrally-run cities to serve as venues linked to organizing regional and continental sports festivals, promoting the development of physical training and sports regionally and inter-regionally, and ensuring suitability with the needs, coordination, and resource allocation capability.

(3) Network of Research and Training Facilities for Physical Training and Sports

- Upgrade, modernize the national research and training facilities for physical training and sports. Complete the establishment of the national physical training and sports database center, gradually applying and utilizing data to serve state management, research, and training in physical training and sports.

- Localities, military sectors, and police sectors proactively ensure facilities and necessary conditions suitable for the selection and training of athletes for national teams.

- Renovate and upgrade the facilities and equipment for key institutions such as the Institute of Physical Training and Sports Science, and universities: Bac Ninh University of Physical Education and Sports, Da Nang University of Physical Education and Sports, Ho Chi Minh City University of Physical Education and Sports; concurrently increase autonomy for these institutions while promoting research activities, economic policy consultation, and sports management. Specifically, Bac Ninh University of Physical Education and Sports will become a pioneering university in digital transformation with a modern, smart, and professional governance system by 2030.

(4) Network of Sports Service Centers, Injury Treatment, and Athlete Rehabilitation

- Invest in developing a network of sports service centers and injury treatment and rehabilitation facilities following the specialized healthcare model, applying high technology in examination and treatment, injury care, and rehabilitation for athletes, referees, coaches, sports officials, and the public.

- Upgrade Vietnam Sports Hospital to become a regional and international standard center for examination, injury treatment, and rehabilitation for athletes.

- Research and invest in constructing a Southern Regional Sports Hospital to serve as a satellite in the physical facilities network for the examination, injury treatment, and rehabilitation needs of athletes and the public in training and sports competitions.
