To promote patriotic emulation movement to welcome the National Party Congress at all levels in Vietnam

To successfully implement the socio-economic development targets for 2024 and 2025, aiming to complete the 5-Year Plan (2021 - 2025) in accordance with the Resolution of the 13th National Congress of the Communist Party, and to celebrate the Party Congresses at all levels towards the 14th National Congress of the Communist Party, the 11th National Patriotic Emulation Congress, and the major holidays in 2025, the Prime Minister of the Government of Vietnam requests the ministries, ministerial-level agencies, agencies under the Government of Vietnam, and People's Committees of provinces and centrally-run cities to:

- Continue to thoroughly comprehend and widely propagate President Ho Chi Minh's ideology on patriotic emulation, the Communist Party's guidelines, and the State's policies and laws on emulation and reward, especially the Law on Emulation and Commendation 2022 and the decrees detailing its implementation, Directive 19/CT-TTg dated July 16, 2021, from the Prime Minister of the Government of Vietnam on launching emulation to successfully fulfill annual socio-economic development tasks and the 5-year Plan (2021 - 2025) in line with the Resolution of the 13th National Congress of the Communist Party; to propagate and educate on the tradition of patriotism, indomitable will, and national unity spirit, thereby raising the awareness of cadres, party members, and people from all walks of life about the position and role of emulation, commendation work in the cause of building and defending the Fatherland.

- Organize a special emulation drive from now until the end of 2025 to vigorously stir up the spirit of patriotism, self-reliance, and national self-strengthening, the aspiration to develop the country, and to mobilize the comprehensive strength of the entire political system, creating an exciting and widespread emulation atmosphere in all aspects of social life, with the determination to complete the political tasks for 2024, 2025, and the 5-year Plan (2021 - 2025), as well as projects and programs assigned by the Government of Vietnam according to the Resolution of the 13th National Congress of the Communist Party and resolutions of the National Assembly.

Clearly define the purpose, requirements, objectives, content, and organizational method of the emulation movement, closely aligning with the country's socio-economic development targets, focusing on solving key tasks, and the targets, tasks of each sector, level, locality, and field of work. Combine the emulation movements of ministries, branches, and localities with the key emulation movements being implemented nationwide: "Promote the development of modern and synchronized infrastructure; practice thrift and fight wastefulness," "The entire country contributes to building new rural areas," "For the poor - Leaving no one behind," "The entire country joins hands to eliminate temporary and dilapidated houses in 2025," "officials and public employees emulating the implementation of workplace culture," "The entire country emulates building a learning society, promoting lifelong learning," and promoting learning and following the ideology, ethics, and style of Ho Chi Minh. Focus on mobilizing resources to invest in building infrastructure, developing socio-economics, building new countryside, ensuring social security, sustainable poverty reduction; organizing and effectively implementing movements to jointly overcome the consequences of natural disasters, epidemics, stabilizing people's lives, restoring production, business, and promoting growth... Conduct a preliminary review, summary of emulation movements, inherit, and promote the lessons learned in the implementation process to further promote emulation movements in the upcoming phase.

- Strengthen the leadership of Communist Party committees, the role, and responsibility of the government, mass organizations, and leaders in organizing emulation movements and implementing policies and laws on emulation and reward. Through emulation movements, promptly detect, nurture, summarize, and widely replicate exemplary models to motivate, commend, and reward, creating an exciting emulation atmosphere and encouraging collectives and individuals to promote creativity, daring to think, daring to do, daring to take responsibility for the common good, with the determination to successfully accomplish the political tasks of ministries, central authorities, and local authorities. Continue to effectively implement the Scheme "Propagating exemplary models" for the period 2022 - 2025, approved by the Prime Minister of the Government of Vietnam at Decision 1526/QD-TTg dated December 9, 2022.

- Organize well the Emulation Congress, exemplary model conferences at all levels and sectors, and the 11th National Patriotic Emulation Congress, creating motivation and an exciting emulation atmosphere before the Party Congresses at all levels towards the 14th National Congress of the Communist Party. Innovate content, form organization to ensure practicality, effectiveness, and thrift. Emulation congresses, exemplary model conferences at all levels and sectors must focus on accurately evaluating the results of organizing and implementing emulation movements, good models, new factors, creative and effective ways over the past 5 years, pointing out limitations, shortcomings, reasons, and experiences, from which to set out directions, tasks for emulation, commendation work for the period 2026 - 2030; at the same time, recognize, commend, honor, and reward exemplary collectives and individuals who have achieved outstanding achievements in emulation movements, spreading within the community and society.

- Continue to enhance the quality of commendation work, creating a strong and substantial transformation, ensuring the principle of precise, transparent, fair, and prompt reward, having a motivating, educational, exemplary effect. Focus on rewarding through detecting exemplary models, new factors, rewarding direct workers, remote areas, unexpected rewards, thematic rewards. Continue administrative procedure reform, applying information technology in emulation and reward work.
