What is the current progress of non-cash payments in schools and hospitals? What is the vision for the near future in Vietnam? - Thanh Nhan (Binh Phuoc, Vietnam)
Below is the content of Official Dispatch 5406/BTTTT-CDSQG dated November 3, 2022, guiding ministries, branches, and localities to develop the Digital Transformation Plan in 2023, issued by the Ministry of Information and Communications of Vietnam.
To promote non-cash payment in schools and hospitals in Vietnam (Internet image)
In particular, in order for the implementation of digital transformation to be synchronized from the central to local levels in 2023, the Ministry of Information and Communications has proposed a number of solutions as follows:
Specifically, support and promote digital transformation and non-cash payments in schools, educational institutions, and local hospitals and medical facilities according to the guidance in Document No. 781/BTTTT-QLDN dated March 4, 2022, of the Ministry of Information and Communications of Vietnam, focusing on the following criteria:
- Number of schools and educational institutions implementing digital conversion and applying non-cash payment;
- Rate of non-cash payment transactions in schools and educational institutions;
- Number of hospitals and medical facilities performing digital conversion and applying non-cash payment;
- Rate of non-cash payment transactions in hospitals and medical facilities
Fully deploying solutions to ensure network information security, specifically:
- Internal software developed by a professional unit following the Safe Software Development Framework of Vietnam process
- The information system fully implements the plan to ensure information security by level;
- The information system is checked and assessed for network information security before being put into use, when upgrading or changing, and periodically according to regulations;
- The information system is managed and operated according to the 4-layer model according to Directive No. 14/CT-TTg dated June 7, 2019 of the Prime Minister.
According to Official Dispatch 5406/BTTTT-CDSQG, effectively deploying the activities of the local community digital technology group to popularize digital skills for people is important for digital transformation and socio-economic development.
- Help people know how to use online public services; know how to buy and sell products and services online;
- Know how to make non-cash payments; know how to use essential digital services for life (health care, education, communication, travel, tourism, reading, entertainment,...);
- Know how to apply basic information security and safety solutions to protect yourself and personal data in cyberspace.
