The Prime Minister of Vietnam has Official Telegram 595/CD-TTg in 2023 on strengthening the implementation of solutions to prevent illegal hunting, managing swiftlet breeding and promoting the export of bird's nest products.

In order to urgently overcome the above shortcomings and promote the official export of products from bird's nest in Vietnam, the Prime Minister requested the ministers and chairpersons of the People's Committees of the provinces and centrally-run cities to focus, prioritize resources, and take the initiative in directing, drastically, and synchronously implementing the following solutions:
(1) Presidents of People's Committees of provinces and centrally run cities
- Direct the local authorities to implement drastic and synchronous solutions to prevent and stop the illegal hunting of swiftlets, focusing on: (i) organizing propaganda, mobilizing people not to hunt and consume swiftlets, and promptly denouncing acts of illegally hunting swiftlets; (ii) regularly organizing forces to inspect, prevent, dismantle, and recover illegal trapping and capturing means and tools; (iii) strictly handling illegal acts of hunting, trapping, transporting, and consuming swiftlets; and organizing the complete destruction of places for illegal trade in wild birds and swiftlets in the area.
- Urgently advise the People's Council of the province to consider and decide on the area for raising swiftlets in accordance with the provisions of Decree 13/2020/ND-CP.
- Organize and guide, inspect the declaration of swiftlet raising establishments, and register the code of swiftlet raising establishments in accordance with the law on animal husbandry to serve management and traceability under the guidance of the Ministry of Agriculture and Rural Development.
- Direct local specialized agencies to organize effective prevention and control of diseases in poultry; deploy the construction of disease-free breeding facilities and areas, minimizing the risk of disease spreading to swiftlets; and direct the work of ensuring food safety in the process of producing, harvesting, transporting, and processing bird's nest products locally.
- Promote scientific research, information technology application, and digital transformation in raising, preventing, and combating diseases, managing swiftlet raising, ensuring traceability and food safety requirements, meeting export requirements for products from bird's nests.
(2) Ministry of Agriculture and Rural Development
- Assume the prime responsibility for, and coordinate with ministries, branches, and localities in, reviewing and completing mechanisms, policies, and regulations in the management of raising, processing, and exporting products from bird's nest; resolutely cut out unnecessary administrative procedures, causing troubles for people and businesses; promote decentralization and decentralization for localities, along with allocating resources and having inspection and control tools.
- Soon to issue specific guidelines and related standards to create favorable conditions for localities to organize production along the value chain; ensure disease safety, food safety, and traceability of products at the request of the importing country.
- Build a database for the management of livestock establishments; prioritize the allocation of resources and funding for building information management systems and online databases related to establishments raising, exploiting, and processing bird's nest products in service of biological safety, disease safety, food safety, and traceability for export of products from bird's nest.
- Actively coordinate with the Ministry of Industry and Trade, Vietnamese embassies in other countries, and relevant agencies, striving to complete the evaluation and export of bird's nest products to China by 2023 and promote the expansion of official exports to other markets.
(3) Ministry of Industry and Trade
Actively research foreign markets and promote the introduction and promotion of bird's nest products through overseas trade promotion activities and programs, while at the same time supporting Vietnamese enterprises to promote the export of bird's nest products to foreign markets.
(4) Ministry of Natural Resources and Environment
- Direct and guide the management and protection of swiftlets under the direction of the Prime Minister in Directive 04/CT-TTg in 2022.
- Coordinate with the Ministry of Agriculture and Rural Development and the People's Committees of the provinces and centrally-run cities to direct and organize the inspection, timely detect, and strictly handle cases of illegal swiftlet hunting. .
(5) Ministry of Public Security
Direct the environmental police force to strengthen measures to fight, prevent, and strictly handle violations of the law on hunting, killing, transporting, trading, processing, storing, and consuming wild birds, including swiftlets.
(6) Relevant ministries and branches, according to their assigned functions and tasks, actively direct specialized functional agencies coordinate to drastically and synchronously implement solutions to manage swiftlet farming and promote the export of bird's nest products to other countries.
