Regarding this issue, LawNet would like to answer as follows:
On August 7, 2023, the Ministry of Agriculture and Rural Development of Vietnam issued Official Dispatch 5370/BNN-TY on organizing the declaration of Decision 889/QD-TTg dated July 25, 2023, of the Prime Minister.
For the task of promoting the application of information technology and digital transformation in veterinary work, in the period 2023–2030, the Ministry of Agriculture and Rural Development requires the implementation of the following contents:
- Organizing the development of a plan to promote the application of information technology and digital transformation in veterinary work, in the period of 2023–2030 to suit local realities, ensuring effective communication and connection with the central system.
- Coordinating with relevant agencies at the central level to implement the following tasks:
(i) Building a shared digital database of the veterinary industry;
(ii) Building an online system for disease prevention and control;
(iii) Building an online system for the quarantine of animals and animal products;
(iv) Building an online system for slaughter control management, veterinary hygiene, and food safety inspection;
(v) Building an online system for drug management;
(vi) Online system for directing, operating, and training professionals in the field of veterinary medicine.
- Preparing facilities and human resources to receive, operate and use systems and data developed by the Central Government.
To strengthen capacity to manage and control animal diseases in the period of 2023 - 2030 in Vietnam
Specifically, according to Official Dispatch 5370/BNN-TY, the contents in the task of strengthening the capacity to manage and control animal diseases and diseases transmitted between animals and humans, in the period of 2023 - 2030 are as follows:
- Identify and establish an epidemic-free area (ATDB) in accordance with the provincial planning, the provisions of the Law on Veterinary Medicine 2015, the Law on Planning and the regulations of the World Organization for Animal Health (WOAH/OIE).
- Directing the authorities and specialized agencies at the provincial, district, and commune levels, livestock establishments, and enterprises to well control diseases; focusing and prioritizing the allocation of resources to promote the organization of regional construction, ATDB facilities.
- Every year, allocating funds to implement proactive local plans for disease surveillance, post-vaccination surveillance, taking samples for testing to prove facilities and ATDB areas; buying vaccines, chemicals, and related tools, and organizing vaccination for cattle and poultry in the ATDB and buffer zones; building dossiers, and appraising dossiers for recognition of ATDB regions and facilities.
- Organize the control of the movement of animals and animal products in and out of the ATDB and buffer zones; control animal slaughter, veterinary hygiene in the ATDB and buffer zones, ensuring that the disease does not enter from outside to inside, spread within the area, or spread between regions.
- Prioritizing investment in infrastructure, equipment for epidemiology, diagnosis and testing, and prevention and control of animal diseases in the locality.
- Coordinating with the Department of Animal Health in inviting and welcoming international experts to Vietnam to support the assessment and recognition of facilities and ATDB areas.
- Information, propaganda, and training to improve professional qualifications on disease prevention and control, regions and ATDB facilities according to Vietnamese and WOAH standards; monitoring, diagnosis, and testing of animal diseases.
- Building an information and data management system to ensure traceability requirements.
- Developing a contingency plan to respond when detecting animal diseases.
- Urgently consolidating and strengthening the capacity of the veterinary system at all levels according to the provisions of the Law on Veterinary Medicine 2015, the direction of the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister (Decision 414/QD-TTg in 2021, Directive 02/CT-TTg in 2023, especially Official Telegram 426/CD-TTg in 2023 signed and directed by Prime Minister Pham Minh Chinh) on maintaining, consolidating, and strengthening the capacity of the veterinary system at all levels as prescribed in Article 6 of the Law on Veterinary Medicine;
In particular, urgently re-establish the district-level Veterinary Station under the Sub-Department of Livestock and Veterinary Medicine in order to ensure resources to effectively implement the tasks of animal disease prevention and control.
- Applying new technologies in research, management and control of animal diseases.
- Directing, guiding, supervising, examining, inspecting, evaluating, preliminarily, summarizing and reporting to the Ministry of Agriculture and Rural Development according to regulations.
