Regarding this issue, LawNet would like to answer as follows:

On August 23, 2023, the Ministry of Education and Training issued Decision 2457/QD-BGDDT on Plan, key tasks and solutions for the 2023–2024 school year.

To promote digital transformation and administrative reform throughout the Education sector in Vietnam

Specifically, for the task of promoting digital transformation and administrative reform of the entire Education sector in the 2023–2024 school year, the Ministry of Education and Training has issued the following content:

- Enhance digital transformation and application of information technology in management, teaching, and assessment.

- Continue to build and complete education sector databases, interconnect data in the education sector, and connect with national databases. Promote administrative reform and strengthen the implementation of administrative procedures through online public services and interconnected one-stop shops.

- Effectively implement the Project "Strengthening the application of information technology and digital transformation in education and training in the period 2022–2025, with a vision to 2030"; Project "Developing applications of population data, identification, and electronic authentication to serve national digital transformation in the period 2022 - 2025".

- Encourage the development and exploitation of big data and appropriate artificial intelligence solutions in education and training.

- Strengthen conditions to ensure technical infrastructure and information technology application skills in teaching and learning, testing and evaluating educational quality; continue to build a national learning infrastructure and a shared digital repository for the entire industry, including: electronic lectures, digital multimedia learning materials, electronic textbooks, simulation software, and other learning materials; develop an online question bank system for subjects; and deploy a shared online course delivery platform.

To improve the quality and standardization of teachers, lecturers, and educational administrators at all levels in Vietnam

The contents of improving the quality and standardization of teachers, lecturers, and educational administrators at all levels are as follows:

- Continue to review the number of payroll quotas and the number of available teachers in localities to coordinate with the Ministry of Home Affairs to report to the Central Government on additional payrolls in the education sector for the 2023–2024 school year in the total number of teacher payrolls added until 2026 according to Decision 72-QD/TW dated July 18, 2022 of the Politburo on the payroll of Party agencies, the Fatherland Front, socio-political organizations at the central level and provincial, city party committees, and block party committees directly under the Central government in the period 2022–2026.

Localities must recruit all assigned teachers, giving priority to recruiting missing preschool and elementary school teachers; Arrange and regulate teachers among local educational establishments to ensure reasonableness and overcome the situation of local teacher surplus and shortage; Arrange enough teachers to teach foreign languages and information technology to implement the 2018 General Education Program; Research and develop policies to attract and create teacher recruitment sources, support teachers, and create conditions for them to feel secure in their work.

- Continue to implement the roadmap to improve the training standards of preschool, primary, and secondary school teachers; focus on implementing regular training, fostering and improving management and teaching capacity to meet the requirements of principal standards, professional standards of teachers at preschool and high school levels, and implementing the General Education Program 2018.

Implement teacher training linked to needs to ensure sufficient structure, quantity, and quality to meet the requirements of educational innovation.

Effectively deploy the project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the period 2019–2030.
