On June 16, 2023, the Government Office of Vietnam issued Notice 227/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the first meeting of the National Steering Committee on Green Growth.

To proactively propose the Government, the Prime Minister promulgate mechanisms and policies for green growth in Vietnam

Specifically, in order to effectively implement the Green Growth Strategy, the Deputy Prime Minister requested that the Ministry of Foreign Affairs, according to its state management functions and tasks, assume the prime responsibility for, and coordinate with the Standing Agency, members of the Steering Committee and relevant agencies and localities on implementing a number of key tasks and solutions as follows:

- Actively research, learn from international experiences, and take advantage of support and mobilize resources for green growth from foreign countries and international organizations.

- Actively promote "technology diplomacy", "climate diplomacy"; propose the Government and the Prime Minister promulgate legal documents, mechanisms, and policies for green growth to fulfill international commitments and ensure compliance with international standards and practices.

- Actively coordinate with the Ministry of Industry and Trade, the Ministry of Science and Technology, and relevant ministries and agencies to propose solutions for export industries when countries or organizations issue environmental standards related to the production of such products.

To urgently review and update the Green Growth Strategy in line with the new situation in Vietnam

Specifically, the Deputy Prime Minister requested the Ministry of Planning and Investment - the standing body of the National Steering Committee on Green Growth, to urgently review and update the Green Growth Strategy to suit the new situation and context (commitment to fair energy transition in JETP, Power Planning VIII, strong trend of digital transformation...); ensure the cross-linking role of the Green Growth Strategy with other national strategies towards sustainable development goals

At the same time:

- Pursuant to the Working Regulations of the Steering Committee, assume the prime responsibility for, and coordinate with member agencies of the Steering Committee and concerned ministries, branches, and localities in, developing a specific working program between the two Steering Committee meetings as a basis to monitor and evaluate the effectiveness of the implementation of the Green Growth Strategy and Action Plan.

- Research and propose major orientations, goals, and core tasks to implement the Green Growth Strategy; select some typical projects (5-7 projects) with potential to create breakthroughs as pilots to be monitored, evaluated, and learned from experience before deploying on a broader scale...).

- Research and develop a set of scientific criteria for national green classification, in harmony with international practices, to help agencies have a more specific legal basis in the selection of investment projects in the ministries, branches, and localities, as well as in the quantification and assessment of the progress of green growth.

- Assume the prime responsibility for, or coordinate with ministries, branches, localities, and relevant agencies in, summarizing proposals to the Steering Committee and Head of the Committee on domestic and international resource mobilization mechanisms and financial mechanisms; ensure the realization of green growth goals taking advantage of digital platforms and digital transformation.

- Closely coordinate with the Ministry of Foreign Affairs, ministries, branches, and localities in integration activities, "technology diplomacy", "climate diplomacy," and enlist the support and help of countries and international organizations.

- Work closely with Vietnam Television, Voice of Vietnam, news agencies, the press, ministries, branches, and localities in propagating and mobilizing people, businesses, organizations, and individuals in the whole society to change awareness, behavior, and ethics about production, consumption, and green lifestyle practices;

Research to have its own channels and programs on green growth to propagate and disseminate the Party's undertakings and policies.
the State's regulations on green growth, guidelines on lifestyle practices, green production, and consumption behaviors; coordinate with the Ministry of Education and Training, the Ministry of Labour, Invalids, and Social Affairs to include this content in propaganda, dissemination, education, and training at all educational levels (including vocational training).
