Regarding this issue, LawNet would like to answer as follows:

The Ministry of Education and Training of Vietnam has issued Official Dispatch 4128/BGDDT-GDMN dated August 10, 2023 on guidance on implementing preschool education tasks for the 2023–2024 school year.

To prepare to pilot universal preschool education for kindergarten children in some provinces and cities in Vietnam

To consolidate and improve the quality of universal preschool education for 5-year-old children; In preparation for piloting universal preschool education for kindergarten children in some provinces and cities, the Ministry of Education and Training has requested Departments of Education and Training to carry out the following tasks:

- The localities shall review and strengthen the Steering Committee for Education Universalization - Elimination of illiteracy at all levels; Direct the Steering Committee for Education Universalization - Illiteracy Elimination at all levels to seriously implement Decree 20/2014/ND-CP and Circular 07/2016/TT-BGDDT; and carry out inspection, appraisal, and recognition of universal preschool education standards for 5-year-old kindergarten children to ensure compliance with regulations.

- Steering Committee for universal education - Illiteracy eradication at all levels based on Conclusion No. 51-KL/TW,
Decision 1373/QD-TTg dated July 30, 2021, of the Prime Minister approving the project "Building a learning society for the period 2021 - 2030" advising the People's Committees of all levels on plans to mobilize preschool children in accordance with the development orientation of preschool education and local conditions, contributing to improving the quality of preschool education through universalization for 5-year-old preschool children.

Developing a pilot plan to universalize preschool education for preschool children in provinces and cities (according to the Resolution approved by the National Assembly).

Localities continue to review and supplement sufficient staff and facilities for 5-year-old kindergarten classes to maintain and improve the quality of universal preschool education for 5-year-old kindergarten children; There are specific solutions to support commune-level units that have not met the standards of universal preschool education for 5-year-old kindergarten children.

- Strictly implementing the reporting regime on the results of universal education implementation - Eliminate illiteracy
(including universalizing preschool education for 5-year-old preschool children) to the Ministry of Education and Training (through the Department of Early Childhood Education) according to regulations;

Well performing the coordination in investigating, processing, and updating data according to P software for education universalization - Literacy eradication to ensure completeness, timeliness, and accuracy; strengthen the application of information technology in universal record keeping.

To promote communication about early childhood education in Vietnam

Specifically, to promote communication in preschool education, the Ministry of Education and Training requires:

- Actively informing and communicating about new guidelines, regulations, and policies of the sector, locality, and preschool educational institution, especially on the Program to support the development of preschool education in disadvantaged areas for the period 2022 - 2030; strengthening communication; honoring exemplary and typical examples that have made many contributions to the development of preschool education.

- Promoting communication on the quality of child rearing, care, and education in preschool education institutions; diversifying communication channels; integrating forms and means of communication to ensure effective, appropriate, and far-reaching communication in order to promote cooperation between the preschool education institution and the family; and bringing mass organizations and social organizations outside the preschool education institution together to take care of the development of preschool education.

- Communication about the reform of the preschool education program and the purpose and content of the 5-year-old child development standard so that organizations, individuals, and preschool education facilities are fully aware of and well implement the coordination between preschool education facilities and families and social organizations outside the preschool education facility to improve the quality of local preschool education.
