On September 30, 2024, the Ministry of Education and Training of Vietnam of Vietnam issued Official Dispatch 5986/BGDDT-GDQPAN guiding the implementation of national defense and security education tasks for the school year 2024-2025.
Regarding the selection of male university graduates for reserve officer training, the Ministry of Education and Training of Vietnam has provided the following guidelines:
- Higher education institutions shall thoroughly grasp, lead, and direct the effective implementation of Decree 78/2020/ND-CP on reserve officers of the Vietnam People's Army; Decree 79/2020/ND-CP regulations, policies on building and mobilizing the reserve force; Joint Circular 175/2011/TTLT-BQP-BGDDT guiding the implementation of certain articles of Decree 38/2007/ND-CP on postponement of conscription and exemption from conscription in peacetime for male citizens of enlistment age; documents, and guidelines from the Ministry of Education and Training of Vietnam, Ministry of National Defense on selecting male university graduates for reserve officer training.
- Guide, direct party organizations, youth unions, mass organizations, and faculties, departments in schools to effectively communicate, disseminate, and encourage students to fully understand their rights, obligations, and responsibilities in building the reserve forces and a comprehensive national defense.
- Implement the Decision on assigning selection and reserve officer training quotas by the Minister of Education and Training, the executive committees, and heads of higher education institutions must thoroughly disseminate to the executive committees and leaders of relevant departments, faculties, and subjects to implement the selection work; develop a tight selection plan, assign specific tasks to agencies, faculties, departments, collectives, and individuals to strictly and effectively carry out the task.
- Conduct selection in a conformable manner, ensuring transparency, democracy, sufficient quantity, high quality, correct major, priority given to selecting male students with good, excellent, or outstanding university graduation results.
Coordinate with the military command at the district level where the school is headquartered to organize health checks for students selected for reserve officer training as per regulations in Circular 105/2023/TT-BQP and organize political background checks for students according to regulations in Vietnam.
- During training, the school closely coordinates with reserve officer training institutions in the Army to monitor, manage study results, training quality, concerns, and aspirations of students, promptly resolving emerging issues. Upon training completion, receive students back from the training institution securely and organize commendations and rewards for students with outstanding achievements during training. Coordinate with organizations and businesses to prioritize job opportunities for students after reserve officer training graduation.
- Strictly comply with the regulations on reporting the number of male graduates; Decisions from the Minister of Education and Training, Minister of National Defense on assigning quotas for reserve officer selection and training.
- Organize preliminary assessment of the selection and training results for male university graduates going for reserve officer training, reward and recommend commendation for collectives and individuals with achievements. Report the selection and training results, and make recommendations and proposals to the Ministry of Education and Training of Vietnam via the Department of National Defense Education and Security and to the Ministry of National Defense via the Personnel Department for summarization.
