"To perfect the policy on consumer protection in e-commerce activities in Vietnam by 2025" is the objective specified in Decision 319/QĐ-TTg dated 29/3/2023.

On March 29, 2023, the Prime Minister of Vietnam issued Decision 319/QD-TTg approving the Scheme on anti-counterfeiting and consumer protection in e-commerce until 2025 (Project).
According to Decision 319/QD-TTg, in the Scheme, the Prime Minister of Vietnam has set out the following common objective by 2025:
- Completing policies and laws on anti-counterfeiting and consumer protection in e-commerce activities.
- Creating a strong change in awareness so that all levels, branches, people and businesses will voluntarily and well abide by the guidelines of the Party, policies and laws of the State in anti-counterfeiting and consumer protection.
- Improving the effectiveness of consumer protection in e-commerce activities, create trust for consumers in online trading and trading activities; The legitimate rights and interests of enterprises and consumers are guaranteed.
- Ensuring transparent and healthy e-commerce activities, effectively protect the legitimate rights and interests of enterprises and consumers; promote sustainable e-commerce development in Vietnam.
In addition, in order to realize the above general goals, in Decision 319/QD-TTg, the Prime Minister of Vietnam has set out each of the following specific objectives:
- Completing the system of policies and laws on inspection and handling of administrative violations, standards, measurement, product quality, goods and goods labels in e-commerce activities; perfecting the system of national standards and national technical regulations on product and goods quality; promote the application of codes and barcodes and trace the origin of products and goods.
- Developing infrastructure, improving technology; building a database system on anti-counterfeiting and consumer protection for centralized, transparent, and synchronous management to effectively serve anti-counterfeiting work and protect consumers in e-commerce activities.
- 100% of officials and employees on duty for anti-counterfeiting and consumer protection in e-commerce activities are trained, equipped with knowledge about e-commerce, and have the capacity, professional qualifications, and skills. to successfully complete the assigned task.
- 100% of major e-commerce trading floors signed a commitment not to trade in fake goods; 100% of organizations and individuals doing business on large e-commerce trading floors are propagated and disseminated with legal provisions on e-commerce and specialized laws for goods traded by organizations and individuals; 100% of consumers are propagated, disseminated, and educated about the law on protecting their rights.
Building a centralized database on anti-counterfeiting and consumer protection; Developing infrastructure and equipment to ensure information security and safety in service of anti-counterfeiting and consumer protection in e-commerce activities, the Prime Minister has proposed the following solutions:
- Building a centralized database on anti-counterfeiting and consumer protection in e-commerce activities
(e-commerce trading floor, electronic transaction information system, electronic transaction data, goods control mechanism in electronic transactions, etc.) and connect with and share relevant databases of functional forces of ministries and branches.
- Building a system to monitor and collect data on e-commerce transactions on social networking platforms to supplement the input data source for the centralized database on anti-counterfeiting and consumer protection in e-commerce activities.
- Completing the system of national standards and national technical regulations on product and goods quality; promoting the application of codes and barcodes; and tracing the origin of products and goods.
- Building an e-commerce management portal that allows connection and sharing of information among ministries and sectors in the fight against counterfeiting and goods that infringe upon intellectual property rights.
- According to task requirements, submit to competent authorities for a decision on the development of infrastructure and equipment to ensure information security and safety to effectively serve anti-counterfeiting work and protect consumers in e-commerce activities.
- Receiving technology transfer from domestic and foreign organizations and individuals in anti-counterfeiting and consumer protection in e-commerce activities.
