To officially implement overall salary policy reform as of July 1, 2024 in Vietnam (Internet image)
Regarding this issue, LawNet would like to answer as follows:
Resolution 104/2023/QH15 was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 6th session, on November 10, 2023.
From July 1, 2024, implement overall salary policy reform according to Resolution 27-NQ/TW dated May 21, 2018 of the Seventh Conference of the 12th Central Executive Committee (the funding source for implementing wage reform is guaranteed from the accumulated wage reform source of the central budget, local budget, and a part allocated in the state budget balance estimate);
At the same time, adjust pensions, social insurance benefits, monthly benefits, preferential benefits for meritorious people, and a number of social security policies that are tied to the base salary.
- For agencies and state administrative units at the Central level that are implementing specific financial and income management mechanisms:
+ From January 1, 2024, to June 30, 2024: salary and additional monthly income will be calculated based on the base salary of 1.8 million VND/month according to a special mechanism that ensures the salary and additional income received in December 2023 will not be exceeded (excluding the increased salary and income due to adjusting the salary coefficient for ranks and grades when upgrading ranks and grades in 2024).
In case calculated according to the above principle, if the salary and additional income in 2024 according to the specific mechanism are lower than the salary according to general regulations, only implement the salary regime according to general regulations to ensure the rights of employees.
+ From July 1, 2024: abolish all financial and income management mechanisms specific to state agencies and administrative units; apply uniform salary, allowance, and income regimes. Do not continue to apply the current specific mechanism for regular funding under the specific financial management mechanism (operating expenditures, capacity building, modernization, ensuring professional activities, etc.) of state administrative agencies and units. Assign the Government to organize implementation and report to the National Assembly at the 8th session.
- Ministries, central agencies, and localities continue to implement solutions to create sources of salary policy reform according to regulations. Allow continuing to exclude some revenues when calculating the increase in local budget revenue for salary reform as prescribed in Clause 2 of Article 3 of Resolution 34/2021/QH15.
Article 3. Regarding the implementation of salary policy
...
2. Continue to implement regulations on creating sources for wage policy reform to accumulate resources to implement wage policy reform at the appropriate time.
Allows continuing to exclude a number of revenues when calculating the increase in local budget revenue compared to the estimate for salary policy reform, including: Collect one-time land rent advanced by investors for compensation, site clearance and revenue from handling public assets at agencies, organizations and units whose use has been decided by the competent authority to spend on investment according to regulations; collect money to protect and develop rice land; Entrance fees to relics and world heritage sites; Fees for using infrastructure works, service works, and public utilities in the border gate area; environmental protection fees for mineral exploitation; environmental protection fees for wastewater; revenues from public land funds, revenues, public assets in communes and rentals, lease purchases, and sales of state-owned houses.
More details can be found in Resolution 104/2023/QH15 dated November 10, 2023.
