This is the content specified in Directive 02/CT-TTg of 2023 strengthening management , controlling animal slaughter to ensure disease safety and food safety in Vietnam.
To monitor and early detect cases of infectious diseases transmitted from animals to humans in Vietnam (Internet image)
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally-run cities to well implement tasks and solutions specified in Directive 17-CT/TW dated October 21, 2022, which focuses on the following main tasks:
The Ministry of Health directs to strengthen monitoring and early detection of cases of infection or suspected infection of diseases transmitted from animals to humans, diseases transmitted through food of animal origin, and proactively monitor in the community; Early detection of human cases, isolation, zoning, and thorough treatment to prevent the disease from spreading; ready to accept and treat patients
Chairman of the People's Committees of provinces and centrally run cities:
- Directly direct and encourage organizations and individuals to invest and build facilities and modern animal slaughter lines; have a policy to upgrade slaughterhouses arranged in a network of centralized animal slaughterhouses.
- Organize and deploy the construction of a network of centralized animal slaughter facilities according to the provisions of the Law on Veterinary Medicine and the Law on Planning; review, adjust, and supplement the Decision approving the network of centralized animal slaughter facilities in the locality, ensuring veterinary control, preventing the spread of disease, and ensuring the environment and food safety.
- Develop a roadmap for small animal slaughterhouses to move into centralized slaughterhouses with control by local authorities and veterinary agencies and have drastic solutions to manage and inspect implementation; Resolutely handle slaughterhouses according to legal regulations that do not ensure veterinary hygiene and food safety.
- Annually, develop and implement monitoring programs; plan to inspect and inspect slaughterhouses to ensure veterinary hygiene, food safety, and compliance with legal regulations on environmental protection; and, at the same time, strengthen inspection of the implementation of GM management and GM processes by veterinary staff assigned to the slaughterhouse.
- Promote propaganda, dissemination, and education of state laws, specialized laws, and laws on handling administrative violations in the fields of veterinary medicine and food safety.
The Ministry of Agriculture and Rural Development presides and coordinates with ministries, branches, and localities:
- Review, amend, supplement, or promulgate new standards and regulations on GM; regulations for the network of centralized animal slaughter facilities in the locality in accordance with the provisions of the Law on Veterinary Medicine;
Direct, guide, and urge localities to build a network of animal slaughter facilities with veterinary control to prevent the spread of diseases, ensure animal health safety, food safety, and environmental protection.
- Strengthen inspection and examination, especially unexpected inspection and examination of veterinary medicine and food safety for animal slaughter facilities;
Timely resolution of food safety incidents;
Handle according to authority or recommend strict handling of violating groups and individuals, as well as irresponsible veterinary agencies and staff, lax management of animal slaughter facilities; facilities for preliminary processing and processing of animal products used as food.
- Promote the application of information technology and 4.0 technology in animal quarantine and GM management of animals and animal products; build and soon put into use an online software system to manage animal slaughter facilities and preliminary processing and processing facilities for animal products used as food across the country.
- Propaganda to raise awareness among consumers, traders, and animal slaughterhouses to ensure disease safety and food safety.
