On March 26, 2020, the Ministry of Public Security issued Circular 28/2020/TT-BCA specifying the procedures and processes for receiving, classifying, processing, and resolving denunciations, crime reports, and requests for prosecution by the people's public security force.

Article 20 of Circular 28/2020/TT-BCA stipulates the reporting regime among agencies in receiving and resolving crime-related information as follows:
- For units under the Investigative Police Agency of the Ministry of Public Security of Vietnam and the Investigative Police Agency of the Provincial Public Security, they must report monthly the results of receiving and resolving crime denunciations, reports, and prosecution recommendations to the Head of the Investigative Police Agency (at the Ministry level through the Office of the Investigative Police Agency of the Ministry of Public Security of Vietnam; at the Provincial level through the Office of the Investigative Police Agency of the Provincial Public Security); units under the Investigative Security Agency of the Ministry of Public Security of Vietnam and the Investigative Security Agency of the Provincial Public Security report the results of receiving and resolving crime denunciations, reports, and prosecution recommendations to the Head of the Investigative Security Agency (at the Ministry level through the Department of Investigative Security; at the Provincial level through the Division of Investigative Security);
- Teams under the Investigative Police Agency of the District Public Security must report monthly the results of receiving and resolving crime-related information to the Head of the Investigative Police Agency of the District Public Security (through the General Investigation Team);
- Monthly, agencies assigned to conduct a number of investigative activities of the Police force at the Ministry of Public Security of Vietnam report to the Head of the Investigative Police Agency of the Ministry of Public Security of Vietnam (through the Office of the Investigative Police Agency of the Ministry of Public Security of Vietnam); agencies assigned to conduct a number of investigative activities of the Security force at the Ministry of Public Security of Vietnam report to the Head of the Investigative Security Agency of the Ministry of Public Security of Vietnam (through the Department of Investigative Security of the Ministry of Public Security of Vietnam); agencies assigned to conduct a number of investigative activities of the Police force at the Provincial Public Security report to the Head of the Investigative Police Agency of the Provincial Public Security (through the Office of the Investigative Police Agency of the Provincial Public Security); agencies assigned to conduct a number of investigative activities of the Security force at the Provincial Public Security report to the Head of the Investigative Security Agency of the Provincial Public Security (through the Division of Investigative Security of the Provincial Public Security).
Note: Statistics and reporting are carried out according to the provisions of the law.
Specifically, when assigned to resolve crime denunciations, reports, and prosecution recommendations, the Investigating Officer and the Investigating Personnel assigned as the main handlers must register in the unit's registry, create and register the case file for resolving crime denunciations, reports, and prosecution recommendations (initial verification case file) and manage, use, finalize, and archive according to the regulations of the Ministry of Public Security of Vietnam concerning documentation procedures. The Investigating Officer and the Investigating Personnel must ensure that all documents and evidence collected during the verification process are fully documented and included in the case file; case files and documents must be managed according to confidentiality regulations to avoid loss, misplacement, or damage.
