To launch emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030” in education sector

On July 03, 2024, the Ministry of Education and Training (Hanoi, Vietnam) issued Plan 808/KH-BGDDT to implement the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030” in the Education sector.

The purpose of the Plan is to utilize the strength of the entire political system in propaganda efforts, raising awareness among officials and public employees, and workers throughout the Education sector about the role, significance, and necessity of promoting learning, fostering talents, lifelong learning, and building a learning society; thereby, officials and public employees, workers, and units actively participate with specific actions and deeds, contributing to the successful implementation of the Party's and State's policies on fundamental and comprehensive education reform, lifelong learning, and building a learning society.

Enhancing the role and responsibility of heads of party committees and units in directing and implementing the Emulation Movement, carrying out tasks and solutions to promote building a learning, lifelong learning Education sector.

The content and form of emulation are practical and effective to ensure fairness in learning opportunities, learning conditions, ensuring that all officials and public employees, and workers have access to an open education system.

Commend and reward in a timely manner collectives, individuals, and families with outstanding achievements in implementing the Emulation Movement.

Solutions for implementing the Plan to deploy the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030”

Enhance the leadership and direction of party committees, heads of agencies, and units at all levels in leading, directing the organization, implementing the Emulation Movement; review, summarize and commend, honor and reward advanced typical examples, widespread good models, effective ways, and valuable initiatives in promoting learning, fostering talents, and building a learning society.

Review and advise competent authorities to develop, complete, and promulgate policies to promote the construction of a learning society, and lifelong learning; have policies to attract and encourage the participation of organizations and individuals in the construction of a learning society.

Effectively implement programs and projects approved by the Prime Minister of the Government of Vietnam on building a learning society; promote the movement of lifelong learning in schools, families, and communities.

Strengthen communication efforts, raising awareness and responsibility of agencies, units at all levels, and officials and public employees, and workers in implementing the Party's guidelines, the State's policies, and laws on promoting learning, fostering talents, lifelong learning, and building a learning society, in line with the vocation of fundamental and comprehensive education reform. Increase propaganda about exemplary examples, popularizing good models, effective ways, creating a spread within the entire industry and society regarding the spirit of self-learning, frequent, lifelong learning.

Enhance the application of information technology and digital transformation in organizing the implementation of the Emulation Movement; promote the application of information technology and digital technology to improve the operational capacity of higher education institutions, vocational education institutions, continuing education institutions, and cultural institutions; develop appropriate shared education platforms and resources in cyberspace and support monitoring, evaluating the results of the Emulation Movement.

Promote international cooperation on adult education, lifelong learning, and building a learning society; research and implement international cooperation programs on open and distance training technology based on the Fourth Industrial Revolution; actively encourage talented intellectuals who are Vietnamese abroad to contribute to the promotion of learning, fostering talents, and building a learning society; proactively and actively participate in the "Global Learning Cities" network operated by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Strengthen the operation capacity of the Regional Center for Lifelong Learning of the Southeast Asian Ministers of Education Organization in Vietnam (SEAMEO CELLL).
