"Increasing the number of Vietnamese social network user accounts to 120 million accounts" is the content specified in Decision 512/QD-BTTTT dated 31/3/2023 of MIC.

To increase the number of Vietnamese social network user accounts to 120 million accounts (Internet image)

The Ministry of Information and Communications of Vietnam issued Decision 512/QD-BTTTT  dated March 31, 2023, on the Action Plan to update the implementation plan of the development strategy for the fields of radio, television, and electronic information in the 2021–2025 period.

To increase the number of Vietnamese social network user accounts to 120 million accounts 

According to Decision 512/QD-BTTTT , the Ministry of Information and Communications of Vietnam has set strategic goals for the development of radio, television, and electronic information in the 2021–2025 period in the field of electronic information. as follows:

- Handling 80% or more of electronic information sites and social networks with "reporting" activities, proceeding to complete handling.

- Fighting, preventing, and removing malicious information on cross-border platforms from 90% to 95%.

- Increasing the number of Vietnamese social network user accounts from 90 million accounts to 120 million accounts.

- Online advertising market share of domestic enterprises increased by 5–10%.

- Increasing the revenue of the domestic video game industry from $400 million to $800 million; the proportion of domestically produced video games accounts for 25%.

In addition, for the radio and television sectors, the Ministry of Information and Communications also sets out the following objectives:

- 80% of people in remote, border, and island areas can listen to and watch radio and television channels serving political tasks and essential national and local propaganda information; 100% of the population of the remaining regions can listen to and watch these channels.

- Increasing the broadcast time of local radio channels and television channels serving political tasks, essential propaganda information (essential channels) of the locality; National essential TV channels are guaranteed to broadcast 24 hours a day.

- Ensuring the broadcasting time of domestically produced programs of radio and television channels in service of political tasks, national and local essential propaganda information reaches at least 70% of the total broadcasting time in 1 day of each program channel (in which, the duration of self-produced programs must be at least 30% of the duration of domestic production programs);

The exploitation of content from foreign program channels focuses on international news, science, technology, sports, and entertainment and does not exceed 30% of the total broadcasting time in 1 day of that channel.

- Increasing service revenue of radio and television stations from VND 9,000 billion to VND 10,500 billion. 

- The percentage of essential radio and television channels provided on the Internet through websites or internet applications reaches 100%.

- Increasing pay TV subscribers from 17 million to 25 million users.

- Increasing pay TV revenue from VND 9,000 billion to VND 15,000 billion.

- Increasing OTT TV pay TV subscribers from 3 million to 12 million users.

- Increasing OTT TV pay TV revenue from VND 300 billion to VND 6000 billion.

- Developing 02 national multi-media mainstream media agencies.

- Promulgating technical standards for terrestrial digital radio broadcasting.

Proposal to amend and supplement the Press Law 2016

In order to improve the legal environment in the action plan to update the implementation of the Strategy for the Development of Radio, Television, and Electronic Information in the 2021-2025 period, the Ministry of Information and Communications has issued solutions and key tasks as follows:

- Summarizing the implementation and proposing amendments and supplements to the Press Law 2016.

- Advising on the Decree replacing Decree 72/2013/ND-CP and Decree 27/2018/ND-CP of the Government on management, provision and use of Internet services and online information

- Developing circulars guiding Decree 71/2022/ND-CP.

+ Developing a draft circular guiding the principles of editing, classifying and warning content on demand on radio and television services.

+ Developing a draft Circular amending Circular 19/2016/TT-BTTTT.

- Drafting the National Standard on Digital Broadcasting

In addition, the Ministry of Information and Communications is also assigned a number of other key tasks, as follows:

- Managing information on the network environment, increase the rate of positive information

- Handling the status of "reporting" of general electronic information pages and social networks

- Promoting the development of the field of online video games in the country

- Promoting the formation of a national digital television platform

- Promoting the formation of a national digital radio platform

- Researching and propose solutions to integrate applications, national digital platforms on smart devices, proceed to develop a number of standards/technical regulations for smart devices/TVs
