What construction policies were mentioned at the 4th session of the 15th National Assembly of Vietnam? - Huu Bao (Dak Nong)
To increase housing support for people with meritorious services to the revolution in Vietnam (Internet image)
Resolution 75/2022/QH15 was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 4th session, on November 15, 2022. Implement policies and tasks in the construction field as follows:
Specifically, the National Assembly requires:
- Urgently complete preferential policies to attract and encourage businesses and individuals to invest in social housing projects and worker housing, especially social housing for rent and lease purchases.
- Soon promulgate and effectively implement the investment project to build at least 01 million social housing apartments for low-income people and industrial park workers in the period 2021–2030.
- There are solutions to actively deploy loans with interest rate support for projects to renovate old apartments, build social housing, or builda houses for workers to buy, rent, or lease-purchase according to Resolution 43/2022/QH15, dated January 11, 2022, of the National Assembly.
- Increase the level of housing support for people with meritorious services to the revolution.
- Direct localities to review and supplement housing development targets, planning, and arrange enough land funds to develop social housing and housing for workers according to regulations. Identify the list of headquarters and facilities that need to be relocated, as well as the roadmap, measures, mechanisms, and policies to support relocation from Hanoi.
Continue to improve the law on urban and rural planning, focusing on researching and developing the Law on Urban and Rural Planning and the Law on Urban Development Management; promptly institutionalize Resolution 06-NQ/TW dated January 24, 2022, of the Politburo on planning, construction, management, and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.
Soon complete approval of the Urban and Rural System Planning for the period 2021–30, vision to 2050, city planning, and general urban planning of 05 centrally run cities, ensuring synchronization and unity.
Develop a sustainable urban system based on a network balanced between regions and regions; develop urban areas towards green, smart cities; adapt to climate change; and prevent and combat natural disasters and epidemics. Urgently develop and promulgate strategies, plans, and plans for the development of coastal urban areas and coastal ecological urban areas associated with the formation of marine economic centers.
Improve urban management capacity, quickly find solutions to overcome inadequacies, ensure synchronization between technical infrastructure and social infrastructure in big cities, especially flooding, traffic congestion, environmental pollution, slow handover of infrastructure for housing projects, urban areas, lack of schools, hospitals,... Strictly manage the adjustment of urban and construction planning, especially the local adjustment of planning.
Promote decentralization of design, appraisal, and acceptance of construction works and projects. Complete the data system and promote digitalization in urban development planning and management.
Strengthen inspection, examination, and auditing, and strictly handle violations of the law in management, urban development, and construction activities. Continue to train and foster managers and professional staff; standardize the capacity framework for urban management staff.
The National Assembly requests relevant agencies to urgently improve laws on real estate and housing, especially the Housing Law (amended) and Real Estate Business Law (amended) projects, and submit them to the National Assembly for comments at the 5th session.
Promote restructuring of the real estate market towards transparency and balance; increase the proportion of social housing and housing for workers in industrial parks and economic zones.
Urgently remove difficulties and obstacles and reduce administrative procedures, especially in the appraisal and licensing stages, to promote the development of housing and real estate projects and renovate old apartments, especially in Hanoi and Ho Chi Minh City.
Ensure quality of resettlement housing. Have policies to attract and create medium- and long-term capital sources for the real estate market. Strictly control the capital mobilization of real estate businesses through corporate bond issuance and the stock market, ensuring the real estate market operates openly, transparently, sustainably, and safely.
Strictly manage and prevent splitting, "dividing lots, and selling plots" in areas that lack infrastructure or are not allowed to invest.
Enhance the provision of timely and complete information on construction planning, urban planning, lists and progress of infrastructure development projects, real estate projects, and the real estate market; Take timely measures to stabilize the market, create conditions for the market to operate smoothly and with quality, and prevent real estate "bubbles" from occurring. Prevent speculation, price pushing, disturbing market information, and illegal profiteering.
Strengthen inspection, examination, and strict handling of violations of the law in the field of real estate business, especially violations in transaction activities and capital mobilization for real estate business.
