Regarding this issue, LawNet would like to answer as follows:

On January 24, 2024, the Minister of Education and Training issued Decision 373/QD-BGDDT on the Action Plan of the Ministry of Education and Training to implement Resolution 01/NQ-CP on the main tasks and solutions to implement the Socio-Economic Development Plan and State budget estimates for 2024.

According to the Action Plan of the Ministry of Education and Training to implement Resolution 01/NQ-CP on tasks, key solutions to implement the Plan for socio-economic development and state budget estimates for the year 2024, the tasks and solutions will be as follows:

(1) Organize the implementation of the Conclusion of the Politburo on continuing to implement Resolution 29-NQ/TW in 2013; implement Directive 32/CT-TTg in 2023; implement the Resolution of the Government on implementing Resolution 686/NQ-UBTVQH15 on monitoring the implementation of Resolution 88/2014/QH13 and Resolution 51/2017/QH14 of the National Assembly on renewing the curriculum and textbooks of general education.

(2) Continue to institutionalize the Party's and State's viewpoints and policies on education and training; focus on reviewing and improving legal documents according to the state management functions of the Ministry, completing the unfinished Government and Prime Minister's documents assigned in 2023. (3) Submit to the National Assembly a Resolution on universalizing preschool education for 3-5 year-old children and a Resolution on renovating the Preschool Education Program; submit to the Government a Plan for developing preschool education facilities and improving the quality of nurturing, caring for, and educating children from 06 to 36 months old, who are children of workers in industrial zones.

Organize the implementation of the 2018 General Education Program for all classes from grade 1 to grade 12; review and supplement textbooks compiled according to the 2018 General Education Program (if any); compile, review, and approve textbooks in ethnic minority languages for grade 4, grade 5, and textbooks on national defense and security used in higher education institutions.

Continue to effectively implement the movement "Vietnam striving to build a learning society, promoting lifelong learning from 2023 to 2030". Direct and organize the safe, serious, and effective High School Graduation Examination in 2024; prepare conditions to implement the plan for the High School Graduation Examination in 2025.

(4) Urge, guide, and direct localities to actively develop plans for recruitment, management, and efficient use of the allocated teacher positions stated in Decision 72-QD/TW in 2022 to gradually overcome the situation of surplus and shortage of teachers at the local level and at all levels of education due to the increase in the number of students, and to implement subjects according to the 2018 General Education Program.

Review and improve regulations and policies to gradually overcome the shortage of teacher recruitment sources, especially for new subjects and integrated subjects. Coordinate with the Ministry of Home Affairs to review, develop, and implement new salary policies for the teaching staff and education sector employees.

(5) Implement the Plan for network planning of higher education institutions and teacher training in the period of 2021–2030, with a vision to 2050. Direct and guide higher education institutions to focus on developing programs and organizing training for high-quality human resources to meet the requirements of knowledge-based, digital, green, circular, research-based, innovative economic development, international integration, and ecosystem development. Strengthen the international accreditation of training programs and training institutions.

(6) Organize the effective implementation of projects to enhance infrastructure, especially the tasks assigned to national target programs. Propose a program to invest in solidifying schools and classrooms, eliminating temporary classrooms, building national standard schools, and purchasing and repairing minimum teaching equipment; and a program to invest in developing higher education to make breakthroughs in the development of high-quality human resources for the country. Direct and guide the acceleration of disbursement progress for funding sources, especially public investment funds, to ensure effectiveness and compliance with regulations.

(7) Innovate and improve the quality of political, ideological, ethical, lifestyle, and life skills education; defense and security education; physical education; and strengthen coordination between family, school, and society in educating pupils and students. Promote the implementation of solutions to prevent and combat school violence; build school culture; Strengthen school counseling and career counseling for students.

Effectively deploy solutions to promote start-up and innovation activities among students. Successfully organized the 31st Southeast Asian Student Sports Festival and the National Phu Dong Health Festival in 2024.

(8) Strengthen international integration, proactively cooperate with countries with advanced education to exchange experiences, and attract and effectively use foreign resources for education and training.

Promote the attraction of prestigious foreign students and scientists to study, teach, and do scientific research in Vietnam. Effectively deploy projects and scholarship programs to train human resources abroad using the state budget.

(9) Promote administrative reform associated with enhancing digital transformation and implementing online public services in the field of education and training; continue to build a national learning infrastructure and a digital learning resource warehouse for use across the industry; Complete the industry-wide database, connecting with national databases.

(10) Strengthen inspection and examination of the construction of laws and the implementation of policies and laws on education and training to create a safe and healthy educational environment and prevent and strictly handle violations in education and training. Enhance international cooperation in education and training.
