Content mentioned in Notice 422/TB-VPCP in 2023 on the conclusion of Prime Minister Pham Minh Chinh at the meeting of the Central Emulation and Commendation Council issued by the Government Office on October 19, 2023.

Some tasks and solutions in emulation and commendation work in the coming time are as follows:

- Continue to improve laws and policies on emulation and commendations. In the coming time, many decrees on emulation and commendation need to be replaced to create uniformity in the implementation of the Law on Emulation and Commendation 2022.

Relevant ministries and agencies are requested to urgently develop and submit drafts of the replacement Decree to the Government to ensure timely progress and quality, with special attention paid to decentralization and simplification of administrative procedures.

- Further promote the role and responsibility of the leader in discovering, praising, and rewarding collectives and individuals with outstanding and extraordinary achievements and courageous individuals who save people and property.

Focus on rewarding workers, farmers, direct workers, scientists, officers, soldiers of the armed forces, teachers, doctors, etc.

Pay attention to rewarding collectives and individuals in grassroots, remote areas, border areas, islands, ethnic minority areas, typical women, and disadvantaged people with the will to be self-reliant. Proactively propose rewards for businesses and entrepreneurs who promote production and business and do a good job of creating jobs and livelihoods for workers and people to actively participate in charity and social security activities; Vietnamese groups and individuals living abroad and international friends have made many contributions to the cause of building and protecting the Fatherland.

- Improve the quality of activities of the Emulation and Commendation Council at all levels and sectors; further promote the roles and responsibilities of Council members in advising party committees and authorities and inspecting and supervising the implementation of policies and laws on emulation and commendations.

- Strengthen the work of urging, inspecting, and monitoring the implementation of emulation movements and reward work, ensuring compliance with regulations, timeliness, publicity, transparency, and avoiding formality, ostentation, waste, and negativity.

- Continue to closely follow the goals and tasks set by the Party and State; detect problems, inadequacies, limitations, and weaknesses in the implementation process to have an appropriate and effective form of emulation. Deploy synchronously, with focus, key points, and effectively the tasks of emulation, commendation, focus on the country's breakthroughs, and the political tasks of each ministry, department, branch, locality, and mass organization. Mobilize the entire political system to participate in emulation movements; create a legal framework for people and businesses to effectively participate in emulation movements.

Continue to actively deploy emulation movements, focusing on emulation movements such as: “Cả nước chung sức xây dựng nông thôn mới”("The whole country joins hands to build new rural areas") movement; "Vì người nghèo - Không để ai bị bỏ lại phía sau” ("For the poor - Leaving no one behind") movement for the period 2021 - 2025, etc.
