1. Requesting the departments, branches, and People's Committees of districts and towns to implement a number of key tasks as follows:

- Continuing to strengthen the synchronous implementation of administrative reform contents at the Program No. 01-CTr/TU dated March 17, 2021 of the City Party Committee on strengthening party building and rectification, Party building and the city's political system are clean and strong; to step up administrative reform in the 2021–2025 period; Plan 136/KH-UBND dated June 1, 2021 of the City People's Committee on state administrative reform in the period of 2021-2025; Decision 280/QD-UBND on the promulgation of the City's 2023 State PAR Plan and the City's Directive Documents; the Steering Committee; the Working Group; reviewing the tasks, goals, and targets set by the City Party Committee and the City People's Committee to be completed in the last 5 months of 2023.

- Implementing the contents and tasks in Resolution 20/NQ-HDND dated July 6, 2023 of the City People's Council on the results of monitoring the implementation of administrative reform, the building of e-government, and digital transformation in the activities of state agencies in Hanoi and Official Dispatch 2023/UBND-NC dated July 3, 2023 of the City People's Committee, advising and reporting to the City People's Committee the contents beyond its authority.

- For the Public Administration Reform Index (PAR Index), the Satisfaction Index of people and organizations with the service of state administrative agencies (SIPAS), the Provincial Governance and Public Administration Performance Index (PAPI), and the Provincial Competitiveness Index (PCI) in 2022, the City People's Committee analyzed the results, issued remedial plans, and implemented them throughout the city. Agencies and units, based on the plans of the City People's Committee, continue to review the tasks, criteria, component criteria, and targets to be achieved for each indicator and implement solutions to ensure the completion of the set plan.

- Continuing to review and simplify administrative procedures and administrative regulations as required in Plan 286/KH-UBND dated December 14, 2021 of the City People's Committee; The departments, departments, and branches focus on reviewing, reducing, and proposing plans to simplify regulations and administrative procedures related to investment, production, and business activities and people's lives; ensuring to reduce and propose a plan to simplify by 2025 at least 20% of internal administrative procedures and cut at least 20% of compliance costs under the direction of the Government; continuing to perform authorization to handle administrative procedures under Decision 4610/QD-UBND dated November 22, 2022 of the City People's Committee; and promptly reporting to the City People's Committee any difficulties and problems in the implementation process.

- Continuing to implement the tasks in the Model Project of the Department to receive and return results of modern administrative procedures at all levels in Hanoi city (Plan 01/KH-UBND dated January 3, 2023 of the City People's Committee)

- Reviewing, evaluating, and reshaping the process of administrative procedures and public services that have been integrated on the National Service Portal and the City's Administrative Procedure Information System to further simplify citizen processes and papers within its competence and submit it to the Chairman of the City People's Committee for consideration and approval, ensuring its substance and effectiveness. For contents beyond their authority, the agencies and units advising the City People's Committee report to the competent authorities for consideration and decision. Completion time is September 2023.

- Effectively implementing the mechanism of budgeting for administrative management at administrative agencies and the mechanism of financial autonomy at public non-business units of the City; ensuring increased initiative of agencies and units in construction; taking measures to save money; having an appropriate roadmap to raise the level of lump sum spending and increase income for the contingent of cadres and civil servants; effectively organizing the implementation of the Resolution 20/2022/NQ-HDND dated September 12, 2022 of the City People's Council on regulations on a number of specific spending contents and levels under the competence of the City Council;

- Continuing to promote the application of information technology in administrative reform, especially in administrative reform in association with digital transformation, to remove difficulties and obstacles for people and businesses

- Strengthening information and propaganda about the contents of the PAR and the meaning and results of the indicators to the contingent of cadres, civil servants, public employees, people, and organizations to raise awareness, responsibility, and social consensus for administrative reform. There is an appropriate form of reward for individuals and organizations that have achieved good results in advising on the implementation of administrative reform tasks.

- Strengthening the implementation of inspection, inspection of official duties, and inspection of administrative reform, focusing on inspection and examination of the implementation of the guiding documents of the City People's Committee. The observance of discipline and administrative discipline by the contingent of cadres, civil servants, and public employees; strictly handling and publicizing cadres, civil servants, public employees, agencies, and units to cause delays and troubles; promptly handling and preventing civil servants and public employees from pushing, avoiding, or fearing responsibility in performing their duties and tasks.
