On May 28, 2024, the Prime Minister of Vietnam issued Official Telegram 54/CD-TTg on further promotion of the highest sense of responsibility and mobilization of the entire political system to expedite progress and complete the clearance of key national projects and transportation infrastructure according to the plan.

To expedite the progress of land clearance for transportation projects and construction in Vietnam

To expedite the progress of land clearance for transportation projects and construction, the Prime Minister of Vietnam proposes the following:

- The Central Committee of the Vietnam Fatherland Front, the Central Committee of Mass Mobilization, and political and social organizations at all levels shall direct their subordinate organizations to actively and closely coordinate with party committees and authorities at all levels to mobilize people in the areas where the projects pass through to willingly hand over the land and carry out resettlement.

- The Secretaries, Chairpersons of the People's Committees of provinces and cities with projects passing through shall focus on leading and directing agencies and units to closely follow the progress milestones as directed by the Prime Minister, accelerate the land clearance progress to complete the handover of land for the East Phase of the North-South Expressway project in the period 2021–2025, 02 ring road projects, and 03 East-West highway projects in the second quarter of 2024. They should enhance direct engagement with the people, carry out community work to understand their aspirations, and flexibly and effectively apply legal provisions to address legitimate complaints and suggestions from the people. They should also coordinate with investors to prioritize land clearance at critical construction areas such as areas with weak ground treatment, large bridges, tunnels, and road access areas for construction. They should focus on specific tasks, as follows:

+ Tasks to be completed before June 30, 2024

++ Provinces: Quang Binh, Quang Tri, Hau Giang, and Kien Giang shall expedite the completion of resettlement areas; Ha Tinh, Phu Yen, and Khanh Hoa should expedite the relocation of technical infrastructure; Quang Binh, Quang Tri, Quang Ngai should concentrate on directing the early handover of the remaining areas of the East Phase of the North-South Expressway project in the period 2021–2025 and other key projects.

++ Binh Dinh province shall concurrently carry out procedures to change the purpose of forest use to promptly hand over the land after the Standing Committee of the National Assembly adjusts Resolution 273/NQ-UBTVQH15, ensuring the coordination of materials at the East Phase of the North-South Expressway project in the period 2021-2025.

++ Dong Nai province shall supplement personnel and resolutely direct relevant agencies to expedite surveying, counting, and approval of compensation plans, resolution of disputes, and construction of resettlement areas for the Bien Hoa - Vung Tau project and the Ring Road 3 project - Ho Chi Minh City.

++ Provinces: Khanh Hoa and Dak Lak shall promptly complete procedures for changing the purpose of forest use, forest exploitation, auctioning, and forest recovery; Khanh Hoa province should resolve difficulties regarding land prices in the Khanh Hoa - Buon Ma Thuot project.

++ Provinces and cities: An Giang, Hau Giang, Can Tho, and Soc Trang shall expedite the relocation of technical infrastructure, resolve complaints, and hand over the remaining part of the An Giang - Can Tho - Soc Trang project.

++ Provinces: Bac Ninh and Hung Yen shall accelerate the construction of resettlement areas and relocation of technical infrastructure; Hung Yen province should cooperate with relevant agencies to overcome difficulties in land recovery to arrange land for production and business return to affected enterprises in the Ring Road 4 project in the Hanoi Capital Region.

+ Tasks to be completed in 2024

++ Da Nang shall prioritize the handover of agricultural land, enhance the mobilization of the population to agree with the temporary resettlement plan, and arrange them in available resettlement areas. It aims to expedite the payment process and complete the procedures to construct resettlement areas in the La Son - Hoa Lien project. Complete the land handover before June 30, 2024.

++ The province of Tien Giang shall promptly complete the relevant procedures to proceed with the land clearance for the Cao Lanh - An Huu project and complete the land handover before September 30, 2024.

++ The province of Lang Son shall urgently review the missing land planning targets for transportation in the Dong Dang - Tra Linh project for adjustment and supplementation according to regulations. Complete the land handover before September 30, 2024.

++ The province of Tuyen Quang shall expedite the relocation of technical infrastructure, verify the land origin, approve compensation plans, and construct resettlement areas. Complete the land handover before December 31, 2024.

- The Ministry of Industry and Trade and the State Capital Management Committee in enterprises, Vietnam Electricity (EVN), will support investors in carrying out procedures to promptly complete the relocation of high-voltage power lines. EVN will urge its member units to prioritize the allocation of resources and personnel for the relocation of high-voltage power lines. It aims to reduce the time required for approving power cut-off plans to facilitate the relocation, especially in the following localities: Hung Yen, Bac Ninh, Ha Tinh, Phu Yen, Khanh Hoa, Dong Nai, Long An, Can Tho, and Soc Trang. Complete before June 30, 2024.
