On August 6, 2024, the Office of the Government of Vietnam issued Notice 363/TB-VPCP regarding the Conclusions of the Administrative Reform Steering Committee of the Government of Vietnam at the eighth meeting on July 15, 2024.

In this notice, the Ministry of Public Security was assigned to guide and urge ministries, central authorities, and local authorities to transition to using VNeID as the sole account for conducting online public services; study and deploy the expansion of utilities on the VNeID application to serve citizens in their work processes.

Thus, in the near future, the utilities on VNeID will be expanded to better serve the people.

What is an eID account?

An eID account consists of a username, password, or other authentication means created by the digital identification and authentication management agency, used to access and utilize the features, utilities, and applications of the electronic identification and authentication system and the information system connected and shared according to legal regulations. (Clause 5, Article 3, Decree 69/2024/ND-CP)

Classification and subjects granted eID accounts in Vietnam

Agencies, organizations, Vietnamese citizens, and foreign organizations and individuals residing in the territory of Vietnam are granted eID accounts as follows:

- For Vietnamese citizens aged 14 and above who have been issued with a citizen identification card or a valid citizen card, they will be granted level 01 and level 02 eID accounts.

Vietnamese citizens aged from 6 to under 14 who have been issued with a citizen card can be granted level 01 eID accounts and level 02 eID accounts upon request. Vietnamese citizens under 6 years old who have been issued with a citizen card can be granted a level 01 eID account upon request.

- For foreigners aged 6 and above who have been granted a permanent or temporary residence card in Vietnam, they will be granted level 01 and level 02 eID accounts upon request. Foreigners under 6 years old who have been granted a permanent or temporary residence card in Vietnam can be granted a level 01 eID account upon request.

- For agencies and organizations established or registered to operate in Vietnam, they will be granted eID accounts without distinguishing between levels. (Article 7, Decree 69/2024/ND-CP)

How is the VNeID eID account used?

Citizens using an eID account will benefit by saving a lot of time and costs because there is no need to fill out multiple forms, reducing many procedural steps when conducting administrative transactions.

Citizens can replace their CCCD/citizen card and other documents they have registered to integrate, which will display on the electronic identification application, such as driver’s licenses, vehicle registrations, health insurance cards, and more. Therefore, when citizens conduct administrative transactions, the number of documents they need to carry will be minimized.

Citizens can use eID accounts to perform financial transactions such as paying electricity and water bills, paying social insurance, health insurance, transferring money, and more. When using these accounts, citizens' information will be secured, avoiding fraud, and helping transactions to be safer.
