One of the new pilot policies in Ho Chi Minh City is to establish the Department of Food Safety.

Some mechanisms for the organization of the City's government apparatus are as follows:
(1) The City People's Council established the Department of Food Safety as a specialized agency under the City People's Committee;
Regulating the functions, tasks, powers, and organizational structure of the Department of Food Safety on the basis of transferring the state management function of food safety, inspection, examination, handling administrative violations of food safety, issuing quarantine certificates for animal products out of the City from the Department of Health, Department of Agriculture and Rural Development, Department of Industry and Trade for the Department of Food Safety.
(2) The District People's Committee of the City has no more than 03 Vice Chairmen. For wards, communes, and towns with a population of 50,000 people or more, the People's Committee of the ward, commune, or town has no more than 03 Vice Chairmen.
(3) The election, recruitment, management, and use of officials and civil servants working in communes, towns, and wards are carried out according to the provisions of the law on the election, recruitment, management, and use of cadres and civil servants and on the annual payroll of district-level or higher cadres and civil servants.
(4) The Chairman of the City People's Committee is authorized to authorize the heads of other administrative agencies under the City People's Committee and the heads of public service units of the City People's Committee to perform one or more of its duties and powers within a specified period of time with specific conditions. The authorization must be in writing and clearly state the responsibilities of the authorizer and the authorized person, ensuring publicity, transparency, and efficiency.
(5) The City People's Council has the following authority:
- Based on population size, economic activities, and local characteristics, decide on the structure and number of officials and civil servants in communes, wards, and towns; decide on the number, titles, policies, and regulations for part-time workers in communes, wards, and towns, ensuring streamlining the organizational structure.
The City People's Council promulgates criteria, standards, and norms for the number of officials and civil servants in communes, wards, and towns;
- Decide to allocate the City budget to spend increased income for officials, civil servants, public employees, and people working part-time in communes, wards, towns, workers in the state management sector, political organizations, socio-political organizations, public service units, some specific associations and some central agencies in the City, according to work efficiency in addition to spending additional income in accordance with current laws on financial autonomy mechanisms for administrative agencies and public service units, it is guaranteed not to exceed 1.8 times the salary, rank, or position and additional income expenditure does not exceed 0.8 times the basic salary fund of officials, civil servants, public employees, and workers under the scope of management;
- Decide on income levels for the City's experts, scientists, and people with special talents; decide on principles, standards, conditions, procedures, income levels, and other policies to recruit civil servants and public employees from excellent graduates, highly qualified people suitable for the City's recruitment needs.
(6) The City People's Committee has the following authority:
- Decide to establish, reorganize, and dissolve public service units under the City People's Committee to ensure principles, criteria, and conditions according to the provisions of law;
- Decide to transfer a number of functions, tasks, and powers according to the provisions of law within the functions, tasks, and powers of specialized agencies under the City People's Committee for other specialized agencies and administrative agencies under the City People's Committee, District People's Committee and Thu Duc city.
(7) The City Hi-Tech Park Management Board and the City Industrial and Export Processing Zones Management Board are assessed, approved, and approved to adjust tasks and detailed construction planning project 1/500 within the scope of high-tech zones, export processing zones, and industrial parks assigned to manage after receiving written opinions from the construction planning management agency under the City People's Committee; Appraisal and approval of environmental impact assessment report appraisal results fall under the authority of the City People's Committee. Granting, renewing, reissuing, adjusting, and revoking environmental permits falls under the authority of the City People's Committee, People's Committees of districts, and Thu Duc City within the scope of high-tech zones, export processing zones, and industrial parks assigned to manage.
