Specifically, forming a system of innovation centers, start-ups, and innovation; in 2023, establishing national innovative start-up centers in Hanoi, Da Nang and Ho Chi Minh City.
In addition, the National Assembly also requested the implementation of a number of tasks and solutions in the field of science and technology, as follows:
- Develop mechanisms and policies to encourage enterprises to increase investment in science and technology and promote linkages with domestic and foreign scientific and technological organizations and foreign enterprises.
- Research and perfect the legal framework for the National Science and Technology Development Fund; especially the frame of quantity and ceiling for using the state budget allocated for science and technology tasks under the national science and technology program.
- Complete the public-private partnership mechanism, creating a legal corridor for venture capital funds, community investment funds and digital technology platforms to mobilize investment capital for scientific research and technological development.
- Review and arrange public science and technology organizations in association with priority orientations for the development of sectors and fields in service of socio-economic development in the direction of autonomy, linkage, and access to international standards.
- Promulgate and implement a mechanism for controlled testing of new, specific, and outstanding policies for highly qualified scientific and technological human resources; recognition and registration of new services, products, and business models; commercialization of research results, intellectual property generated from the state budget.
The National Assembly requested the completion and implementation of the Project on demarcation of mountainous and highland areas, ensuring quality, and reporting to the National Assembly Standing Committee at the September 2023 session.
At the same time, soon complete the review, synthesis, amendment, and supplement of the list of extremely difficult villages and communes in regions I, II, and III in the period of 2021–2025; make a list of communes meeting new rural standards; have communes and villages split, merged, or need to adjust their names, as associated with the roadmap for arranging administrative units at district and commune levels by 2025; and on that basis, propose specific solutions for the demarcation of ethnic minority and mountainous areas according to the level of development, ensuring compliance with current practices and regulations.
In the year 2023, promulgating and implementing regulations on specific mechanisms and policies to immediately solve difficulties and problems arising from the redistribution of extremely difficult villages and communes in regions I, II, and III and difficult, especially difficult communes that have been recognized as meeting new rural standards from 2021 until now have been stopped from enjoying social security support policies.
