Regarding this issue, LawNet would like to answer as follows:
On August 18, 2023, the Prime Minister issued Official Telegram 750/CD-TTg on ensuring order and traffic safety during the Independence Day holiday of September 2 and the peak traffic safety month for students going to school.
To better serve travel needs and ensure traffic order and safety during the Independence Day holiday on September 2 and the peak traffic safety month for students going to school, the Prime Minister has requested ministries and agencies within the scope of their duties and powers to direct and well implement the following contents:
* For the Ministry of Public Security
The Prime Minister requested that the Ministry of Public Security direct local police to perform the following tasks:
+ Continue to effectively implement Plan 382/KH-BCA-C08 dated July 24, 2023, of the Ministry of Public Security on total control of passenger transport cars and containerized goods transport cars;
+ Strengthen patrols, control, and strictly handle traffic safety violations that are the direct cause of traffic accidents and traffic congestion, such as violations of alcohol, drug, and speed regulations; Carrying too much weight or exceeding the prescribed number of people; violating regulations on technical safety and environmental protection of vehicles; driving on the wrong side of the road or lane; violating a violation when crossing a crosswalk...;
+ Coordinate with the Ministry of Education and Training to strengthen propaganda and guide students in safe traffic skills;
+ Handle violations of the law on traffic order and safety for high school students, combined with handling the act of handing over vehicles or allowing people who are not qualified according to regulations to drive vehicles in traffic;
+ Proactively prevent, stop, and strictly handle acts of gathering that disrupt public order and illegal racing; Resolutely handle and suppress those who commit acts against officials on duty;
+ Strengthen the force to regulate, properly classify, and guide safe and smooth traffic, especially on roads and areas that are forecast to have increased traffic during the Independence Day holiday.
+ Strengthen inspection and supervision of buses transporting students; Strictly handle and suspend operations of wharves without operating licenses, watercraft that are not equipped with buoys, life jackets, personal life-saving buoyancy devices, or that do not ensure safety.
+ Direct the Traffic Police and Commune Police to strengthen inspection and handle traffic safety violations in the case area according to their authority (timely inform the school about cases of student violations for appropriate handling).
* For the Ministry of Education and Training
The Ministry of Education and Training coordinates with ministries, branches, and localities to implement the following contents:
+ Implement "Peak traffic safety month for students going to school - September", direct and guide schools to promote education of knowledge and skills for safe traffic participation for students;
+ Strengthen guidance for students to comply with traffic rules when operating electric motorbikes and electric bicycles to ensure traffic safety;
+ Direct educational institutions in the province and city to coordinate with the Student Parents Representative Board to mobilize parents and guardians to remind and educate their children to voluntarily obey traffic rules, take management measures, and sign a commitment to comply with traffic safety laws and not to give the children motorbikes to operate when they are under age or without a license.
+ Coordinate with functional agencies and local authorities to ensure traffic safety in the school gate area.
