To ensure balance between supply and demand of essential goods, stabilize the commodity market at the end of 2022, and celebrate the Lunar New Year of the Cat in 2023, the Ministry of Industry and Trade requests that the Departments of Industry and Trade of provinces and centrally run cities soon have production and business plans and goods supply plans, and handle unusual market fluctuations at the same time, seriously perform the following tasks:

- Monitor and evaluate the supply and demand of goods, especially essential goods and items with high demand or price fluctuations in the area recently, to proactively have plans or propose to competent authorities measures to ensure supply and demand balance and market stability; do not let shortages or supply interruptions cause sudden price increases during the end of the year and Lunar New Year.

- Proactively advise the Provincial People's Committee on plans to prepare supplies and reserve essential goods for Tet; deploy measures to stabilize the market according to the provisions of the law; Coordinate with the State Bank branches in provinces and cities to support and connect businesses that produce and distribute essential goods for Tet with credit institutions in the area to access loans at preferential interest rates and reserve goods to stabilize the market before, during, and after the Lunar New Year.

- Coordinate with the Department of Agriculture and Rural Development and functional units to closely monitor production situation, disease developments, weather, and evaluate pork supply capacity and other essential food items for the market at the end of the year and Lunar New Year, and proactively have plans or propose plans to ensure supply and stabilize the market for essential agricultural and food products in general and pork products in particular at the end of the year and the 2023 Quy Mao Lunar New Year.

- Preside over and coordinate with relevant Departments, Boards and branches to organize activities to connect distribution businesses and essential food suppliers, creating a source of goods to stabilize the market for Tet; Coordinate with other localities across the country to implement trade promotion activities, applying new methods (online, electronic auction floors, etc.) to introduce and support the consumption of safe food products and regional specialties combined to create a source of goods for Tet.

- Promote the implementation of activities to implement the Campaign "Vietnamese people prioritize using Vietnamese goods", the program brings Vietnamese goods to rural areas, industrial zones, and clusters, combined with fairs, promotions, discounts, and consumer demand stimulation programs.

- Organize sales trips to rural, remote, and remote areas; prepare good sources of policy goods, support goods, and essential consumer goods for Tet to provide early and complete supply to customers. people in rural, mountainous, remote, and island areas, and pay special attention to supplying goods to areas damaged by storms and floods in sufficient quantity, at reasonable prices, and with good quality.

- Urge businesses to implement domestic trade promotion activities and consumer stimulation programs; There is a mechanism to prioritize and create conditions for businesses participating in the Stabilization Program to expand goods distribution networks to densely populated areas, industrial parks, suburban districts, remote areas, island areas, etc., in order to increase access to stable goods for disadvantaged groups and those with middle and low incomes.

- Direct petroleum businesses in the area to have adequate reserves to have plans to ensure petroleum supply for the market at the end of the year and Lunar New Year; Coordinate with authorities to strengthen supervision and inspection of sales maintenance and implementation of legal regulations on petroleum trading, quality control, measurement, and petroleum selling prices circulating on the market.

- Inspect and closely monitor the assurance of electricity supply; have backup plans to ensure enough electricity for production and people's daily activities. Focus on ensuring fire safety and prevention in public places, residential areas, and entertainment areas.

- Coordinate with the local Market Management Department to strengthen market inspection and supervision activities in the areas of price, product quality,
regulations on food safety, speculation, hoarding, and illegal price increases in the area.

- Coordinate with the Department of Culture, Sports and Tourism to organize Spring Fairs and healthy, economical entertainment activities in the area.

- Coordinate with the Department of Information and Communications and mass media agencies in the area to provide complete and timely information on the market, prices, and market stabilization policies, State food safety management; information on stable sales points and safe food for local people; widely propagate the implementation of the Campaign "Vietnamese people prioritize using Vietnamese goods"; and control false information that can destabilize the market.
