Recently, the Ministry of Health of Vietnam has requested the assurance of medical work to serve the high school graduation exam and university and vocational education admissions in 2024.
To ensure healthcare services for the 2024's High School Graduation Examination in Vietnam (Internet image)
On June 10, 2024, the Ministry of Health issued Official Dispatch 3166/BYT-KCB on ensuring healthcare services for 2024's High School Graduation Examination and university and vocational education admissions in Vietnam.
Specifically, in accordance with the Prime Minister's Directive 15/CT-TTg dated May 16, 2024, on strengthening guidance and coordination in organizing the High School Graduation Examination and university and vocational education admissions in 2024 (referred to as the Examination), to ensure the health of candidates, their families, exam supervisors, and the Examination organizers, as well as food safety, environmental hygiene, and disease prevention at the Examination venues, the Ministry of Health requests the Departments of Health in provinces and centrally-run cities, and hospitals under the Ministry of Health to implement the following measures:
- The Department of Health shall develop a specific plan for healthcare services during the Examination, ensuring emergency medical care, disaster response (fire, traffic accidents, storms, floods), environmental hygiene, summer disease prevention, and food safety.
- Implement proactive disease prevention and control measures during the organization of the 2024's High School Graduation Examination and university and vocational education admissions in the examination area and throughout the province or city. Establish mobile anti-epidemic teams and be ready to implement response measures in case of disease outbreaks.
- Hospitals should prepare 5–10 beds and ensure an adequate supply of essential drugs and medical equipment for receiving and treating patients.
- Coordinate with the Department of Education and Training to inspect and supervise the preparation and implementation of healthcare services by healthcare facilities participating in the Examination. Assign a focal person (with full name, mobile phone, and email) to maintain 24/7 communication with the local Examination Council.
Prior to this, to effectively organize the 2024's High School Graduation Examination and university and vocational education admissions, the Prime Minister's Directive 15/CT-TTg in 2024 requires:
- Ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities to provide comprehensive and close leadership and guidance, ensure effective coordination, thorough preparation of conditions, strict adherence to regulations and examination procedures, proactive and timely information and communication, and flexible and effective handling of emerging issues to create the most favorable conditions for candidates participating in the Examination.
- Ministry of Education and Training shall:
+ Issue directives, guidelines, and implementing plans for organizing the Examination and university and vocational education admissions in the field of Early Childhood Education; ensuring quality exams with appropriate differentiation levels, absolute safety, accuracy, and meeting the requirements of the Examination.
+ Actively coordinate with ministries, sectors, and localities in organizing the Examination and timely handling arising issues.
+ Continue to promote the application of information technology to serve the organization of the Examination in accordance with regulations, accuracy, and safety; coordinating with the Ministry of Public Security and local authorities to guide and implement measures to prevent negative activities, especially the use of advanced technology to cheat in the Examination.
+ Focus on directing the organization of the Examination; proactively carrying out inspection, examination, and supervision of the Examination and university and vocational education admissions in the field of Early Childhood Education; ensuring no errors, negative activities, or violations of regulations; absolutely not allowing candidates to bring phones or information technology devices into the examination room.
+ Early develop specific plans to organize the examination and recognize high school graduation for students studying the 2006 General Education Program but have not graduated in the 2024 Examination, ensuring effectiveness and reducing the state budget.
- People's Committees of provinces and centrally-run cities shall:
+ Direct the implementation and taking full responsibility for organizing the Examination at the local level, ensuring absolute safety and honesty.
+ Develop plans and preparing sufficient human resources, materials, and other necessary conditions to organize the Examination, especially contingency plans for severe weather and abnormal situations.
+ Organize training for those involved in the organization of the Examination; inspect and examine the preparation and organization of the Examination according to regulations; not allow any errors, negative activities, or violations of regulations; and absolutely not allow candidates to bring phones or information technology devices into the examination room.
+ Proactively implement disease prevention and control work, ensuring food safety, and providing healthcare for candidates according to the instructions of the health authorities.
+ Create favorable conditions for travel, meals, and rest for candidates and their families at the Examination Centers, especially for candidates facing difficulties, in remote areas, ethnic minority areas, mountainous and border areas, and islands.
+ Proactively and effectively carry out communication work, coordinating with the media agencies to provide full and transparent information about the Examination for parents and society to understand and agree on the organization and implementation process.
- Ministry of Labor, Invalids, and Social Affairs shall issue directives and guidelines for vocational education institutions to implement the admission work for various levels of vocational education; coordinating with general education institutions and universities to implement university admissions, career counseling, and career orientation for learners in vocational education.
- Ministry of Public Security shall direct the police units and localities to closely coordinate with the Ministry of Education and relevant agencies and units to implement measures to ensure absolute security and safety for the examination, including preventing, detecting, and timely handling law violations and the use of advanced technology devices to cheat in the Examination.
- Ministry of Health shall direct the local health departments to implement disease prevention and control, environmental sanitation, and food safety work; preparing human resources, materials, and medical equipment to provide medical examination and treatment for candidates and those involved in the organization of the Examination who have health issues.
- Ministry of Information and Communications shall coordinate and direct timely, complete, and accurate information, ensuring information technology infrastructure, postal services for the Examination and university and vocational education admissions.
