Recently, the Ministry of Health of Vietnam has mandated to proactively provide emergency care 24/7, ready to provide emergency services for people affected by no. 4 storm in Vietnam.

The Ministry of Health of Vietnam issued Official Telegram 1157/CD-BYT on September 19, 2024, regarding proactive measures to be taken in response to Storm No. 4. This directive was sent to the Departments of Health of the Northern and Central regions' provinces and cities, as well as units under or affiliated with the Ministry of Health in these regions.

According to the forecast from the National Hydrometeorological Forecasting Center, early this morning, September 19, 2024, the tropical depression in the northeastern area of the Hoang Sa Archipelago strengthened into the 2024 Storm No. 4.

At 07:00 on September 19, 2024, the storm's center was located at approximately 17.5 degrees North latitude; 108.7 degrees East longitude, about 190 km east of Quang Binh - Quang Tri. The maximum wind speed near the center of the storm was level 8 (62-74km/h), gusting to level 10, moving mainly westwards at about 20km/h.

The storm is forecasted to move westward at a very fast speed (about 20-25km/h), heading straight towards the provinces from Ha Tinh to Quang Nam this afternoon. By 16:00 this afternoon, the storm's center will be on the offshore areas from Quang Tri to Quang Nam, approaching the mainland with a strong intensity of level 8, gusting to level 10.

Based on Official Telegram 97/CD-TTg of the Prime Minister of Vietnam dated September 17, 2024, regarding proactive response to the tropical depression that may strengthen into a storm;

To proactively respond to Storm No. 4, the Ministry of Health requests the Departments of Health of the Northern and Central regions' provinces and cities, and the units under and affiliated with the Ministry of Health in these regions to urgently implement the following tasks:

- Strictly implement the directives of the Prime Minister of the Government of Vietnam; the National Civil Defense Steering Committee; the National Steering Committee for Natural Disaster Prevention and Control; the local Civil Defense - Disaster Prevention and Search and Rescue Command and the Ministry of Health regarding proactive response to storms and flooding, ensuring the safety of the people.

- Closely monitor the developments of the storm, rainfall, flood situation, information on flash floods, landslides, and land subsidence due to rain or runoffs as announced by the National Hydrometeorological Forecasting Center and mass media; proactively review plans for storm and flood prevention and implement appropriate prevention, and mitigation measures corresponding to the disaster's developments and actual requirements of localities and units.

- Organize professional duty, 24/7 emergency duty; be ready to receive and provide emergency care for victims caused by rain and floods; ensure no interruption in emergency operations and treatment for the people; ensure the sufficient supply of essential medicines, promptly replenish stockpiles of drugs, chemicals, materials for disaster prevention, and search and rescue operations. Implement measures to protect healthcare facilities in areas at risk of rain and flood impact; proactively evacuate healthcare facilities in low-lying areas at risk of flooding, flash floods, and landslides.

- Organize environmental sanitation, disease prevention, ensure clean water and food safety in the wake of storms and floods; arrange and stabilize healthcare facilities, ensuring the provision of medical services to the people post-flooding.

- Report on the damage situation, local needs, ensuring capacities, and propose support when beyond local capacity to the Ministry of Health (through the Department of Planning and Finance) for aggregation and reporting to the competent authorities for resolution.
