The specific tasks in administrative reform are as follows:

1. Specific tasks in reforming administrative procedures for education and training

According to Subsection 3, Section II of the 2023 Administrative Reform Plan of the Ministry of Education and Training issued together with Decision 4658/QD-BGDDT in 2022 (Plan), the specific tasks in reforming administrative procedures in education and training are as follows:

- Strictly control administrative procedures in legal documents, ensuring that the control of administrative procedures must be associated with the work of developing legal documents.

Regulations on administrative procedures in legal documents must be controlled right from the time of making requests, developing policies, and making public and transparent regulations and procedures for handling administrative procedures. main.

- Announce and publicize promptly, fully, and accurately administrative procedures under the Ministry's management scope.

Ensure 100% of administrative procedures under the Ministry's management are announced and made public on the National Public Service Portal, the Ministry's electronic information portal promptly, and administrative procedures fall under the Ministry's jurisdiction integrated on the Ministry of Education and Training's public service portal and made public at places directly handling administrative procedures.

Announcing the internal process for handling administrative procedures according to the provisions of Decree 61/2018/ND-CP on implementing the single-window system and interlinked single-window system for handling administrative procedures for organizations and individuals., Circular 01/2018/TT-VPCP guides the implementation of a number of regulations of Decree 61/2018/ND-CP and related documents.

- Continue to implement the Program to reduce and simplify regulations related to business activities in the period 2020–2025, issued together with Resolution 68/NQ-CP dated May 12, 2020, of the Government;

Continue to review, simplify, and abolish procedures for agreement, approval, consultation, and permission from superior state agencies for issues that have been regulated by criteria, standards, and conditions, processes, and have been decentralized and decentralized in management according to Resolution 04/NQ-CP on promoting decentralization and decentralization in state management;

Plan to review and simplify internal administrative procedures in the state administrative system for the period 2022–2025 was issued together with Decision 1085/QD-TTg dated September 15, 2022.

- Continue to implement the tasks of implementing the single-window and interconnected one-stop mechanism in handling administrative procedures according to Decree 61/2018/ND-CP on implementing the single-window and interconnected one-stop mechanism in resolving administrative procedures. decide on administrative procedures;

Organize the receipt and processing of administrative procedure documents on time and publicize the results of administrative procedure documents according to regulations.

- Receive and process feedback and recommendations from individuals and organizations on administrative regulations in accordance with Decree 20/2008/ND-CP on the receipt and handling of individuals and organizations feedback and proposals on administrative regulations concerning business activity and peoples life.

2. Specific tasks in reforming the public service regime in education and training in Vietnam

Pursuant to Subsection 5, Section II, the Plan stipulates specific tasks in reforming the public service regime on education and training as follows:

- Continue to research, complete, or issue new documents on building and managing the sector's cadres and civil servants according to the provisions of the Law on Cadres and Civil Servants and the Law on Public Employees; ensure synchronization and connection between the Party's document system and legal regulations.

Determine the number of officials, civil servants, and public employees according to the Project to determine job positions and civil servant rank structure in accordance with the number of staff assigned to each unit under the Ministry to meet the requirements of performing assigned tasks.

Research, amend, supplement, and complete regulations on civil servant rank standards and civil servant professional title standards according to authority; innovate the recruitment, use, appointment, and rotation of cadres, civil servants, and public employees. Research and deploy competitive examinations to appoint leadership and management positions at departmental, divisional, and equivalent levels.

- Continue to streamline staffing and restructure the team of officials, civil servants, and public employees according to Resolution 39-NQ/TW on downsizing and restructuring the team of cadres, civil servants, and public employees and Decree 108/2014/ND-CP on staff streamlining policy;

Decree 113/2018/ND-CP amending Decree 108/2014/ND-CP.

- Build and promulgate an evaluation system for officials and civil servants of the Ministry to ensure scientific, reasonable, democratic, public, and transparent is the basis for selecting, arranging, using, promoting, appointing, and implementing personnel policies.

Implement the Regulations on the evaluation and ranking of civil servants, public employees, and workers in units under the Ministry of Education and Training according to the provisions of Decree 90/2020/ND-CP.

- Complete regulations on strengthening discipline and administrative discipline in public service activities;

Develop and promulgate regulations on the authority and responsibilities of heads of agencies, organizations, and units in personnel work and personnel management;

Promptly detect and strictly handle violators, even after changing jobs or retiring.

- Innovate the content and methods of training and fostering to improve capacity, skills, administrative management operations, professional qualifications, and qualities for officials, civil servants, and public employees in the education sector associated with job positions.

Organize training, foster, and gradually improve the quality of cadres, civil servants, and public employees according to the provisions of Decree 89/2021/ND-CP, amending Decree 101/2017/ND-CP.

Strengthen the organization of training and fostering to improve the capacity of civil servants and public employees implementing the Ministry's administrative reform work.
