Regarding this matter, LawNet would like to answer as follows: 

On April 17, 2024, the Ministry of Information and Communications issued Official Dispatch 1465/BTTTT-CATTT on the enhancement of network information security during the holidays of April 30th, May 1st, and the 70th anniversary of the Dien Bien Phu Victory.

To enhance the work of ensuring network information security during the holidays of April 30th and May 1st in Vietnam

In order to ensure network information security and maintain the stable operation of information systems during major holidays such as the 49th anniversary of the Liberation of the South and National Reunification Day on April 30th, International Labor Day on May 1st, and the 70th anniversary of the Dien Bien Phu Victory, the Ministry of Information and Communications requests organizations, institutions, and enterprises to strengthen the implementation of network information security measures for the information systems under their management, specifically:

(1) Enhancing the implementation of activities to ensure network information security:

- Strengthen and prioritize resources, personnel for duty assignments, and 24/7 monitoring; proactively monitor centralized information security monitoring systems, centralized antivirus systems, and centralized anti-malware systems regularly and continuously to ensure timely detection, handling, and recovery from network attacks, as well as verified malware warnings.

- Checking and updating all information security patches for information systems according to the alerts from the Department of Information Security and related organizations and agencies.

- Reviewing, inspecting, assessing, and addressing security vulnerabilities; identifying and removing harmful software from all servers and workstations in the network system (prioritizing information systems with IP addresses listed in the monthly or ad hoc warnings from the Botnet IP Network List provided by the Department of Information Security).

Permanently monitor, receive, and handle security information alerts through the National Cyber Incident Response Platform (IRlab.vn) provided by the Ministry of Information and Communications.

- Be ready to implement response plans, handle network attacks, and quickly restore the normal operation of information systems in the event of an incident.

(2) Telecommunication service providers, internet service providers, organizations, and enterprises providing digital infrastructure and platforms should:

- Increase human resources and assign personnel for monitoring, supporting, and resolving incidents to ensure safe and smooth telecommunication infrastructure and internet services.

- Review and implement comprehensive protection measures to detect and prevent network attacks, the dissemination of malicious information, and illegal information on information systems, network infrastructure, and digital platforms under their management.

- Strengthen monitoring, updating, and handling user feedback on spam messages, spam calls, especially fraudulent messages and fraudulent calls, through the system receiving reports on spam messages and spam calls shared by the Ministry of Information and Communications (Authority of Information Security); Handle vigorously and thoroughly cases of spreading spam messages, fraudulent messages, spam calls, and fraudulent calls reported by users.

- Strictly and promptly implement handling measures as required by the Ministry of Information and Communications (Authority of Information Security) and authorized agencies.
