On March 20, 2024, the Ministry of Health issued Official Dispatch 1316/BYT-K2DT on enhancing quality and compliance with regulations on continuous training of medical staff.
Continuous training of medical staff to improve the quality of medical examination and treatment is one of the key tasks of the health sector.
Currently, the National Assembly, the Government and the Ministry of Health have issued a system of legislative documents regulating continuous training of medical staff, including: Law on Medical Examination and Treatment 2023 (Clause 14, Article 2, and Article 22); Decree 96/2023/ND-CP dated December 30, 2023; Circular 32/2023/TT-BYT dated December 31, 2023; Circular 22/2013/TT-BYT dated August 9, 2013; and Circular 26/2020/TT-BYT dated December 28, 2020.
Up to now, across the country, there have been more than 600 units participating in continuous training, (including: hospitals; medical examination and treatment facilities; universities, colleges, medical and pharmaceutical intermediate schools;Professional Association of Medical Professionals; Department of Health of provinces and cities; medical facilities of ministries and branches...). During the recent period, the units have made significant efforts and strived to organize continuous training programs to enhance the capacity of healthcare personnel in order to better serve the tasks of protecting, caring for, and improving the health of the people. However, besides the results achieved, the implementation of continuous training still has some shortcomings, and the quality is not guaranteed as required.
According to information reflected in the media in recent days about the "Spread of continuous medical training" and based on reports of the implementation results of units, to further enhance the quality of continuous training of medical staff, the Ministry of Health respectfully requests the People's Committees of provinces and centrally-run cities, ministries, and branches to strengthen rectification and direction on the following contents:
- Direct and guide the organization of continuous training at agencies and units under its management in accordance with the provisions of the Law on Medical Examination and Treatment 2023, Decree 96/2023/ND-CP, Circular 32/2023/TT-BYT, Circular 22/2013/TT-BYT, Circular 26/2020/TT-BYT, and related guiding documents of the Ministry of Health, ensuring openness, transparency, objectivity, efficiency, and good control of the quality of continuous training, while ensuring encouragement and favorable conditions for medical staff to improve their capacity to better serve medical examination and treatment for the people.
- Request that the People's Committees of provinces and centrally-run cities direct the Department of Health to review and enhance the inspection and supervision of continuous training healthcare personnel under their management authority, and to handle or propose strict measures for any violations (if any) in accordance with the provisions of the law.
- Recommend that ministries and branches with facilities organize continuous training for medical staff and direct facilities to strengthen self-inspection and supervision to ensure proper implementation of regulations.
