Specifically, continue to concretize and effectively implement the Party's policy on building a contingent of cadres at all levels, especially at the strategic level, with sufficient quality, capacity, and prestige on par with tasks, ensuring a continuous, steady transition between generations; guidelines and regulations related to cadre work such as title standards, assessment, training, fostering, planning, rotation, appointment, regimes, and policies;

To improve decentralization and decentralization in personnel management in Vietnam

At the same time, ensure the principle of unified party leadership directly and comprehensively in cadre work and the management of cadres in the political system.

The Party directly leads, directs, considers, assigns, and introduces cadres to leadership positions, managers, heads of committees, party organizations, agencies, and organizations in the political system, and through a contingent of cadres, leads the implementation of the party's guidelines.

Party committees and organizations at all levels pay special attention to selecting and arranging qualified cadres to be elected to the party committees and leadership positions of state agencies, the Vietnam Fatherland Front, and socio-political organizations at all levels; they lead the election, approval, and appointment processes according to the provisions of law and the charters of the organizations.

Completing regulations on selection, assignment, appointment, and introduction of cadres of all levels of party committees and organizations according to the guidelines of the owner, publicity, and transparency, ensuring the prescribed standards and conditions

- The evaluation of cadres must be comprehensive, close, substantive, objective, and multidimensional, including the collective's quality, political bravery, consciousness, responsibility, and prestige; it must pay special attention to attaching importance to working skills, the quality, and efficiency of assigned work, with specific products and results; and attaching individual assessment to the collective and the results of performing political tasks.

- Regularly warn and remind staff to identify risks, not make mistakes, and promptly correct shortcomings.

- Clearly define the responsibilities of the head when letting his deputy or cadres directly under his authority be negative and corrupt.

- Strictly comply with the Party's regulations on obtaining votes of confidence in leaders of the Party committees, state agencies, the Vietnam Fatherland Front, and socio-political organizations to ensure democracy, objectivity, and justice. fair and transparent. The results of the vote of confidence are an important basis for the evaluation, arrangement, and use of cadres.
