What instructions has the Prime Minister of Vietnam just given on the arrangement of administrative units at district and commune levels?
To drastically implement the arrangement of administrative units at district and commune levels in Vietnam (Internet image)
On October 17, 2023, the Prime Minister issued Official Telegram 972/CD-TTg on focusing on leading, directing, and organizing the arrangement of district and commune-level administrative units for the period 2023–2025 in Vietnam.
In order for the arrangement of district and commune-level administrative units in the 2023–2025 period to ensure progress, quality, and efficiency, the Prime Minister requests:
- Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities thoroughly grasp and strictly implement the Party's regulations and the law to have drastic, timely, proactive, and flexible solutions in implementing the arrangement of district and commune-level administrative units for the period 2023–2030 and immediately for the period 2023–2025; ensure proper implementation of plans and roadmaps.
- Ministry of Home Affairs:
+ Submitting to the Prime Minister to establish a Steering Committee to arrange administrative units at district and commune levels for the period 2023–2030 before October 25, 2023.
+ Decision to establish a standing central inter-sectoral working group at the Ministry of Home Affairs, including representatives of relevant ministries and central agencies: Government Office, Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Ministry of Justice, Ministry of Finance, Ministry of Planning and Investment, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Labor, War Invalids and Social Affairs, Ministry of Culture, Sports and Tourism, Committee for Ethnic Minorities to promptly advise on the arrangement of administrative units at district and commune levels for the period 2023 - 2025 and give opinions on the overall plan of each locality.
+ Presiding and coordinating with relevant ministries and central agencies to promptly give opinions on the overall plan for arranging district and commune-level administrative units for the period 2023–2025 of the locality; Organizing an appraisal of project dossiers on the arrangement of district and commune-level administrative units for the period 2023–2025 in localities and developing project dossiers for the Government to submit to the National Assembly Standing Committee for consideration and decision.
- Relevant ministries and central agencies coordinate closely with the Ministry of Home Affairs and promptly provide opinions on the overall plan for arranging district and commune-level administrative units for the period 2023–2025 of the locality(05 working days from the date of receiving the Master Plan of each locality sent by the Ministry of Home Affairs for comments); Participate in appraising documents for projects to arrange administrative units at district and commune levels for the period 2023–2025 in localities.
- Chairman of the People's Committees of provinces and centrally run cities
+ Pursuant to Resolutions and Conclusions of the Politburo, Resolutions of the National Assembly Standing Committee, the Government and instructions of ministries and central branches to urgently complete the overall plan for arranging administrative units at district and commune levels for the period 2023–2025 of each locality and send it to the Ministry of Home Affairs no later than October 31, 2023.
+ Regularly coordinate closely with the Ministry of Home Affairs, ministries, and central branches to promptly acquire and complete the Master Plan as a basis for preparing documents for the project to arrange administrative units at district and commune levels for the period 2023–2025 of the locality, ensuring progress and deadlines according to regulations.
- The Government Office monitors and urges ministries, ministerial-level agencies, Government agencies, and localities to promptly report to the Prime Minister any problems and difficulties during the implementation process to remove, resolve, and handle.
