The Prime Minister issued Decision 1400/QD-TTg in 2023, approving the Project "Propaganda and dissemination of laws to workers and employers to meet the requirements of implementing international labor commitments for the period 2023-2030".

Content, object, scope, and implementation time of the Project "Propaganda and dissemination of laws to workers and employers to meet the requirements of implementing international labor commitments for the period 2023-2030" are as follows:

1. Content

- Labor law and labor relations.

- Content and requirements for implementing international commitments on labor, especially commitments in the new generation of free trade agreements that Vietnam participates in.

- Policies that have a major impact on employees and employers.

2. Subject

- Agencies and organizations participating in the dissemination and education of labor laws.

- Officials and civil servants working to disseminate and educate the law.

- Provincial-level labor arbitrator and district-level labor conciliator.

- Employees and employers, especially employees and employers in areas, industrial parks, and economic zones with many labor-intensive enterprises,
foreign-invested enterprises, enterprises that employ many ethnic minority workers and people with disabilities.

3. Scope

The project is organized and implemented nationwide, focusing on areas, industrial parks, and economic zones with many businesses and workers.

4. Implementation time

The project will be implemented from 2023 - 2030.

The objective of the project to disseminate laws to workers and employers that meet the requirements of implementing international commitments in Vietnam

1. General objective

- Continue to comprehensively innovate the work of disseminating legal education to employees and employers in all types of businesses, strengthening inter-sectoral coordination mechanisms, mobilizing social resources, and focusing on applying information technology and digital transformation in legal education dissemination activities.

- Deploy synchronously, comprehensively, with a focus on the dissemination of legal education for businesses, creating quality and effective changes for businesses in accessing and raising awareness of compliance with labor laws and enforcement of basic international labor standards, contributing to promoting harmonious, stable, and progressive labor relations, limiting legal risks, minimizing labor disputes, improving the competitiveness of Vietnamese enterprises, improving Vietnam's ranking in terms of business environment, and contributing to socio-economic development.

2. Specific objectives

- Ensure 90%–100% of agencies, units, organizations, and localities organize timely and complete dissemination and information of legal documents related to the rights and obligations of employees and employers before and after being issued according to the assigned functions, tasks, and powers with appropriate content and form according to the provisions of law.

- Ensure 100% of legal documents, legal information on labor, labor relations, and content and requirements for implementing international labor commitments are disclosed promptly, completely, and accurately; Agencies, units, organizations, and localities are responsible for ensuring that employees and employers have convenient, easy, and quick access to information.

- Every year, central and local agencies, units, and organizations propagate, disseminate, and update information on labor laws and policies according to the assigned functions, tasks, and actual situation of the agency or unit at at least 02 meetings.

- Ensure that 90%–100% of questions and suggestions for solving problems in the process of enforcing labor laws from employees and employers are received, guided, and answered.

- Raising awareness, responsibility, and habits of learning and implementing the law of employees and employers, especially the law on labor relations and specific labor related to the implementation of international commitments on labor, especially the commitments in the new generation free trade agreements that Vietnam is a member of on freedom of association and collective bargaining; equality and non-discrimination in labor; prevention of forced labor; abolishing child labor...

- Apply information technology and digital transformation in the dissemination of legal education; build an ecosystem for disseminating legal education for businesses in a number of provinces and centrally run cities.

- Build and maintain a close coordination mechanism between central and local levels; between state management agencies and employee representative organizations at enterprises in disseminating legal education for enterprises in association with improving the legal system and organizing effective law enforcement related to enterprises and labor relations; and deploy solutions to socialize the work of disseminating legal education for businesses.
