To develop the Law on Digital Industry in Vietnam is one of the tasks specified in Decision 813/QD-BTTTT dated May 17, 2024.

On May 17, 2024, the Minister of Information and Communications of Vietnam issued Decision 813/QD-BTTTT approving the Action Plan for implementing Decision 142/QD-TTg approving the National Data Strategy until 2030.

To develop the Law on Digital Industry in Vietnam

Specific tasks of "Development of institutions, policies, and information dissemination" under the Action Plan of the Ministry of Information and Communications in the National Data Strategy until 2030 include:

- Developing the Law on Digital Industry.

- Developing the Decree regulating electronic transactions in state agencies and information systems serving electronic transactions.

- Developing the Decree regulating electronic signatures and trusted services.

- Developing the Decree regulating the list of national databases.

- Developing regulations on the obligations and responsibilities of digital platform operators, electronic transaction systems in collecting, storing, using, connecting, sharing, and trading digital data.

- Developing the Decree regulating the buying, selling, and exchanging of private data, copyrighted data; regulations on types of data eligible for buying, selling, exchanging, and transferring.

- Developing regulations on data standards, data quality management.

- Developing guidelines on identifying non-personally identifiable data.

- Researching and developing preferential policies to promote the development of enterprises operating in the data field, providing strategic advice on data management, providing data management platforms and services; regulating the prevention of market domination and manipulation by organizations and enterprises that hold a large amount of data in Vietnam.

- Developing and issuing principles for responsible data use, guidelines on safety when applying artificial intelligence (AI) in the public sector.

By 2028, to complete the pilot testing of 05 data exchange platforms.

The strategic targets related to information and communication in Decision 142/QD-TTg include:

(1) Developing data infrastructure

- 100% of national data centers, regional data centers, and national-level centers for large data storage and high-performance computing nationwide are successfully connected to form a shared network of computing capacity and large data processing to serve the socio-economic and cultural development of the country.

- The Government's cloud computing platforms and applications on Made in Vietnam mobile devices ensure meeting 100% of the storage, collection, connection, and sharing needs of Vietnam's data.

(2) Developing data for the digital government

- 100% of national databases in the national database list that prioritize implementation need to complete digitization, updating, and effective utilization for the development of electronic government; they are connected and shared with the data warehouse at the national data center and connected and shared nationwide.

- Shared and specialized databases of ministries, sectors, and localities (excluding specialized business databases) that need to connect, exploit, integrate, and share information with national databases or connect and share information with each other must meet 100% of the requirements through integrated, data-sharing platforms.

- 100% of state agencies at the ministerial and provincial levels are open and provide quality open data.

- 100% of administrative procedure records and results are digitized; at least 80% of data on the results of implementing administrative procedures is reused and shared according to regulations.

- Integrating the results of task processing by officials and civil servants into document management software and job records of each unit; the rate of applying data in serving the management and operation of work in the digital environment, in inspection, evaluation, and classification of officials and civil servants reaches a minimum of 70%.

- Combining data utilization and the application of artificial intelligence (AI) for 100% of administrative procedures that meet the conditions for online provision.

(3) Developing data for the digital economy and digital society

Developing the data market; completing the pilot testing of 05 data exchange platforms to create an environment for buying, selling, and exchanging data with supervised safety and compliance with legal regulations; developing data services.

(4) Ensuring information security and cybersecurity

100% of national databases, shared and specialized databases, and important databases of ministries, central and local authorities are implemented with information security measures according to the 4-level protection model.
