Regarding this issue, LawNet would like to answer as follows:
On October 4, 2023, the Government issued esolution 162/NQ-CP on the Government's Action Program to implement Resolution 39-NQ/TW of the Politburo in 2023 on the construction and development of Nghe An province until 2030, with a vision to 2045.
Specifically, the Government requires promoting economic restructuring associated with innovating growth models in a direction mainly based on science and technology, innovation, creativity, and digital transformation; developing a green economy and a circular economy; and developing Nghe An to become the center of the North Central region in terms of trade, logistics, industry, and agriculture by applying high technology:
- Strong and sustainable development of the marine economy on the foundation of green growth, conservation of biodiversity, and marine ecosystems; promoting the pervasive role of the dynamic range of coastal development associated with preserving values, promoting historical traditions, and maritime cultural identity, along with building a cohesive and sea-friendly society and ensuring national defense and security. Prioritize the development of industries such as marine tourism, maritime economy, coastal industry, seafood farming and exploitation, and marine mineral exploitation.
Supporting the collective economic sector, organizing cooperative models, and individual households doing business in marine economic services in a professional and modern direction.
Accelerating the progress, formation, and development of the Nghe An high-tech agricultural park and building and effectively operating the high-tech forestry park in the North Central region.
- Strongly developing industry in a modern direction, giving priority to the development of a number of key industries, new technologies, and high technologies; industries have the ability to deeply participate in the global supply chain and value chain, creating high added value and having a spillover impact on other economic sectors such as the electronics industry and information technology, digital technology industry, processing and manufacturing industry, automobile manufacturing and assembly industry; production of new materials; supporting industry.
Focusing on developing a number of foundation industries, such as energy, chemical industry, and construction materials production, using new technology.
Developing a number of labor-intensive industries. Reasonable distribution of industrial space associated with economic corridors; forming industrial production areas with a focus on the expanded Southeast Economic Zone; attracting foreign investment; developing high-tech projects; and investing in human resource development to meet the needs of the labor market.
- Developing the agricultural sector in a sustainable direction, gradually adapting to climate change, and reducing methane emissions in agricultural production. Restructure agriculture according to key product groups and ecological regions to form large commodity production areas, apply high technology, and promote linkages and cooperation along the value chain. Developing the agricultural digital economy to help people access information and technology and provide agricultural products through digital transactions.
Promoting the effectiveness and spread of high-tech dairy farming and high-tech agriculture projects in Nghia Dan district; a high-tech forestry zone; turning Nghe An into a major wood production, processing, and export center of the North Central region; protecting and developing forests and participating in the carbon market; and proactively developing non-timber forest product production, especially medicinal plants.
Promoting aquaculture and offshore seafood exploitation; investing in the construction and synchronous upgrading of infrastructure systems, fisheries logistics services, fishing ports, and boat anchoring areas. Managing fisheries and combating IUU exploitation effectively.
- Rapidly developing the service sector in a diverse, modern, and sustainable direction; Prioritize the development of a number of advantageous service industries with high knowledge and technology content. Develop transportation, warehousing, and logistics services to become a key service industry; Tourism has become a key economic sector, making Nghe An one of the tourism centers of the North Central region and an attractive destination for the whole country.
- Rapid and breakthrough development in the Eastern region with two growth driving areas: expanded Vinh City and expanded Southeast Economic Zone.
Rapid and sustainable development of the Western region on the basis of maximizing potential advantages, especially advantages in forest economy, forest canopy economy, border gate economy, historical and cultural resources; increasing resilience in preventing and combating natural disasters; and responding to climate change Invest, build, and promote the effectiveness of border-gate economic zones.
