To develop Bac Ninh, Vietnam into a centrally run city

Content mentioned in Notice 343/TB-VPCP 2023 on the conclusion of Prime Minister Pham Minh Chinh at the meeting with the Standing Committee of the Bac Ninh Provincial Party Committee issued by the Government Office.

The Prime Minister gave the following views and directions:

- Thoroughly grasp and effectively implement the Resolution of the 13th Party Congress and the Resolution of the 20th Provincial Party Congress; Resolution 30-NQ/TW 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta. Creatively apply the mechanisms and policies of the Party and State and the leadership and direction of the Central Committee, Politburo, Secretariat, National Assembly, Government, Prime Minister for sustainable socio-economic development.

- Strongly promoting the revolutionary historical tradition and Kinh Bac culture, make the most of different potentials, outstanding opportunities, and competitive advantages to build Bac Ninh into a centrally run city, playing the role of a satellite urban area of Hanoi Capital. Focus on harmonious economic, cultural-social, and environmental protection associated with ensuring national defense and security; not sacrificing progress, social justice, or the environment in exchange for simple economic growth.

- Striving to build Bac Ninh by 2030 into a city with modern industry and high technology, one of the centers for trade and services, education, human resource training, health care, research, application, and development of science and technology, meeting the requirements of centrally run cities, is the driving force for the development of the Northern Key Economic Region, the Capital Region, and the whole country. In 2045, Bac Ninh will be a high-tech industrial city with smart manufacturing.

- Encouraging and protecting officials who dare to think, speak,  do, and take responsibility for the common good. Focus on building a clean and strong party and political system. Improving the leadership capacity and fighting strength of the party organization and party members. Building a streamlined apparatus that operates effectively and efficiently, with people and businesses as the service center.

In addition, some key tasks and solutions in the coming time are given as follows:

- Focusing on leadership and direction to do a good job of planning and infrastructure development, considering this an important political task. Urgently submitting to the Prime Minister for approval the planning of Bac Ninh province for the period 2021–2030, vision to 2050, in September 2023, in which updating the electricity component, including the power network and power sources (including waste power plants, rooftop solar power plants, etc.) into the Provincial Planning. Urgently completing and effectively implementing the Project to build Bac Ninh into a centrally run city.

- Focusing on restructuring the economy to develop quickly and sustainably towards a circular economy, a green economy/green growth... without relying too much on natural resources.

Technological innovation and high-tech application to reduce labor intensity in key industrial production sectors. Attract selective FDI investment in high-tech projects that are smart, environmentally friendly, and use less labor; Not attracting FDI projects that use a lot of land, consume a lot of energy, and cause environmental pollution. Promote digital infrastructure development, digital transformation, and green transformation.

- Continuing to improve the business investment environment will further enhance competitiveness. Effectively mobilize all social resources, use public investment to lead private investment, and strengthen public-private cooperation.

Building and developing an innovative startup ecosystem; Have mechanisms and policies to encourage businesses in the province to establish science and technology enterprises and high-tech enterprises. Strengthen links in science, technology, and innovation activities between Bac Ninh businesses and institutes, universities, and research facilities in the region and the country.
