To develop a network of headquarters, barracks, and fire safety in Vietnam (Internet image) 

On July 7, 2023, the Prime Minister of Vietnam issued Decision 819/QD-TTg approving the planning, fire safety infrastructure for the period of 2021–2030, with a vision to 2050.

To develop a network of headquarters, barracks, and fire safety in Vietnam

Specifically, according to Decision 819/QD-TTg, in the direction of developing the network of headquarters, barracks, and facilities for fire prevention and fighting, the Prime Minister has given the following contents:

(1) Building headquarters, barracks, and works of the Police force for fire prevention, fighting, and rescue

- In the Central:

+ Police Department of Fire Safety and Rescue;

+ National command and control information center on fire prevention and fighting in association with the implementation of a "Database management system on fire prevention and fighting and incident reporting";

+ Training and response center for fire safety and rescue (North, South, and Central regions);

+ Research Institute of Science and Technology for fire safety and rescue;

+ Warehouse of means of fire safety and rescue;

+ Center for maintenance and repair of fire prevention and fighting means and rescue and rescue (North, South, and Central regions);

+ Vietnam Museum of Fire Safety and Rescue;

+ Upgrading, renovating, and building new headquarters and barracks is done in service of teaching, training, and coaching at the University of Fire Prevention and Fighting.

- Locally:

+ Building a network of headquarters, barracks, and works of the fire prevention and fighting police force at provincial and district levels; in which priority is given to the arrangement of headquarters of police units for fire prevention and fighting and rescue and rescue in urban areas, key areas for fire prevention and fighting; ensuring that each district-level administrative unit has at least 01 team of fire prevention and fighting police, and rescue and rescue.

+ Investing in material and technical foundations and works for emergency response, training, command and control, vehicle inspection, scientific research - fire prevention and fighting technology, rescue, etc., meets the requirements of building a regular, elite, modern, and suitable fire prevention, fighting, and rescue police force, suitable to the functions, tasks, and nature of the operation of each unit and locality.

+ Community education centers on fire prevention, fighting, and rescue (arranged in central localities of the Region).

(2) Building headquarters and works of specialized fire prevention and fighting forces, facilities, civil defense, and volunteers

- Building and arranging working offices for specialized fire prevention and fighting teams; ensuring the operating conditions for grassroots and specialized fire prevention and fighting teams in accordance with the planning and development orientations of sectors, fields, agencies, and units as prescribed by law;

- Arranging and arranging the working office and ensuring the operating conditions for the civil defense force in accordance with the scale and nature of operations in the locality;

- Researching the pilot establishment and arrangement of operation locations for volunteer fire prevention and fighting teams
in urban areas, residential areas, craft villages, family clusters operating businesses and services, etc.

To ensure that each district-level administrative unit has at least 01 team of Fire Safety and Rescue Police in Vietnam

The goal by 2030 is to build a network of headquarters, barracks, and works in service of fire prevention and fighting, in which priority is given to the arrangement of headquarters for fire prevention, fighting, and rescue police units in urban areas, key areas for fire prevention and fighting, and ensuring that each district-level administrative unit has at least 01 team of fire prevention and fighting police and rescue;

Investing in material and technical foundations and works for emergency response, training, command and control, vehicle inspection, scientific research - fire prevention and fighting technology, and rescue... meets the requirements of building a regular, elite, and modern police force for fire prevention, fighting, and rescue.

Ensuring the working conditions and operation of grassroots and specialized fire prevention and fighting teams and civil defense teams in accordance with sectoral, field, and local development planning as prescribed by law;
