The content is guided by Official Dispatch 5115/BGDĐT-CSVC in 2022, implementing the content of the education and training component of the National Target Program on building new rural areas for the period 2021–2025 issued by the Ministry of Education and Training.

To carry out evaluation of education and training criteria of the National New Rural Criteria Set at all levels in Vietnam

Evaluation criteria include:

- Criteria for meeting school facilities standards according to regulations on facilities standards for preschools, primary schools, middle schools, high schools, and high schools with many levels of education of the Ministry of Education and Training (Circular 13/2020/TT-BGDDT dated May 26, 2020 of the Ministry of Education and Training), determining the rate of schools meeting standards according to the number of public schools in the area;

- Criteria for meeting the standards of universal education and literacy according to the Government's regulations on universal education and literacy (Decree 20/2014/ND-CP dated March 24, 2014 of the Government);

- Community learning centers and commune-level learning communities are evaluated according to regulations and guidelines of the Ministry of Education and Training (Circular 44/2014/TT-BGDDT dated December 12, 2014 on evaluating regulations on evaluating and classifying "Learning Communities" at commune level; Official Dispatch 2553/BGĐT-GDTX dated April 18, 2013 of the Ministry of Education and Training on guidelines for evaluating community learning centers);

- High schools meet national standards according to regulations on educational quality accreditation and recognition of schools meeting national standards (Circular 18/2018/TT-BGDDT dated August 22, 2018 of the Ministry of Education and Training);

- Accreditation of educational quality at the Vocational Education Center - Continuing Education according to the guidance of the Ministry of Education and Training.

Guidance on key tasks of the education component of the New Rural Development Program in Vietnam

1. To invest in strengthening facilities and teaching equipment in Vietnam

- Review and arrange educational facilities to ensure effectiveness; Implement land use planning and plans, ensure land funds to build educational facilities in accordance with school and classroom network planning, and ensure long-term investment efficiency. Prioritize land funds to build schools and classrooms in resettlement areas, densely populated areas, industrial parks, export processing zones, and educational establishments with boarding and day-boarding organizations for students;

- Review and evaluate the current physical condition of educational institutions, and on that basis, determine the need for new construction, repair, and renovation of project items; ensure facilities meet prescribed standards; Priority is given to implementing 2 sessions/day for preschool and elementary school levels. Make specific, detailed plans and organize the implementation of strengthening school and classroom facilities to meet requirements;

- Inspect and recognize schools with facilities that meet prescribed standards.

2. To implement universalization and illiteracy eradication work in Vietnam

- Continue to improve propaganda and education, raise awareness of the meaning, role and importance of truly effective universal education; Pay attention to directing and strengthening the Steering Committee for universal education and literacy at all levels, and strengthen coordination between functional agencies, mass organizations, and relevant units, along with young parents. to propagate, mobilize, maintain, and continue to improve the rate of mobilizing 5-year-old kindergarten children to go to school, mobilizing most 6-year-old children to go to grade 1;

- Investigate and make statistics on the number of students graduating from middle school who continue to study high school (high school, continuing education, intermediate);

- Develop plans to consolidate, maintain, and improve the results of universal education standards for local communes and district units;

- Direct, organize, and evaluate the results of universal education and literacy; Organize testing and recognition of units meeting universal education standards at different levels through testing and evaluating local results; through inspection and technical support; check implementation records; Check data on the information system for managing education universalization, illiteracy eradication, and standard recognition records;

- Consolidate the investigation of data on education universalization and illiteracy eradication, review statistical reports and archives on universalization according to regulations; enhance the application of information technology in record management, continue to improve the management information system for education universalization and illiteracy eradication, and organize training, guidance, and deployment to commune-level units to use and manage data;

- Strengthen teacher training and fostering; timely and fully implement policies for children, students, and teachers according to regulations;

- Maintain and develop the model of vocational education centers - continuing education in each district-level area. Mobilize the participation of models of continuing education institutions in the work of universalization and eradication of illiteracy, especially continuing education centers, vocational education centers - continuing education, and community learning centers;

- Mobilize human and financial resources from organizations, unions, and individuals in the area for the work/activities of universalizing education and eradicating illiteracy;

- Organize training and professional development conferences; provide a preliminary and summary of the work of universalization and eradication of illiteracy.

3. To monitor and evaluate the program in Vietnam

- Check, monitor, update data, collect, and process information on program implementation results;

- Organize workshops and conferences to review and summarize the implementation of the Program;

- Periodically (6 months, 1 year), synthesize, analyze, and evaluate the implementation of the Program's annual goals, targets, and tasks to report to the Ministry of Agriculture and Rural Development and the Ministry of Education and Training (report templates and summary tables are in the attached appendices).
