To deploy driver health certificate data for digital transformation in Vietnam (Internet image) 

The Ministry of Health issued Official Dispatch 7586/BYT-KCB dated December 30, 2022 on data communication of driver's health certificate for Project 06.

Accordingly, the transmission of driver health certificate data for digital transformation is implemented as follows:

Implementing Decision 06/QD-TTg in 2022 on approving the Project "Development of residential data application; electronic identification and authentication for national digital transformation in the period of 2022–2025, with a vision to 2030" (Project 06); in which the Ministry of Health of Vietnam is responsible for building a database of driving health certificates to serve the online public service of granting, renewing, and re-granting driving licenses of the Ministry of Transport of Vietnam. To coordinate the implementation of Project 06, the Ministry of Health proposes that the units implement and direct the affiliated medical examination and treatment establishments that examine and issue a driver's health examination certificate to perform the following tasks:

1. Instructions for interoperating driver health certificate data for digital transformation in Vietnam

- Assigning a focal point officer to be responsible for communicating or directly inputting the driver's health certificate data to serve Project 06 (developing a process, assigning specific tasks to each relevant individual and department). 

- The examination and issuance of a driver's health certificate shall comply with the provisions of Joint Circular 24/2015/TTLT-BYT-BGTVT, "Regulations on health standards for drivers, periodical medical examinations for car drivers, and regulations on medical facilities for drivers."

2. How to link data of driver's health certificate for digital conversion

Within 04 hours after issuing a driving health certificate to the people, the medical examination and treatment facility is responsible for communicating the results to the Ministry of Health in all cases with the following conclusions: "Qualified for driving health class …", in one of two ways:

Method 1:

Linking the data of the driver's medical certificate from the software of the medical facility to the Data Receipt Portal of the Health Insurance Assessment Information System of the Vietnam Social Insurance according to the instructions in "Appendix 02. Instructions for integrating the function (API) to send health examination data to the Data Receipt Portal of the Health Insurance Assessment Information System".

Register an account to serve the sending of health examination data to the Data Receipt Portal of the Health Insurance Assessment Information System and digital signature according to the instructions in "Appendix 01. Instructions for registration and approval of a health certificate issuance account." The account of the medical facility will be approved by the governing body within 4 hours after successful registration;

Method 2: Directly enter the data of the driver's health certificate into the data management system of the Ministry of Health's driving health certificate (with address at dulieu.kcb.vn) according to the instructions at www.dulieu.kcb.vn. "Appendix 03. Instructions for entering data on the driving health certificate on the data management system of the Ministry of Health".

Note:

- Facilities using VNPT's software that are connected to the National Public Service Portal or the Public Service Portal of the Ministry of Transport will continue to use it normally.

- The fields of information on the results of the driver's health examination and the data connection specification are according to Appendix 01 attached to this official letter, pay attention to the data fields marked with an "x" in the column "Required" is the data that must be communicated to the Data Receipt Portal of the Health Insurance Assessment Information System or directly entered into the database of the Ministry of Health.

3. Time to deploy data of driver's health certificate for digital transformation in Vietnam

Deployment time:

- From January 1, 2023: officially implemented at all registered medical examination and treatment facilities eligible for medical examination and the issuance of medical examination certificates for drivers nationwide.

Account registration facility, data entry directly on dulieu.kcb.vn, or register the data of the driver's health certificate on the Data Receipt Portal of the new health insurance assessment information system, which is recognized as eligible for medical examination and issuance of a medical examination certificate to the driver.

- Applicable to all cases where the driver's health certificate has the following conclusion: "Qualifying health condition for driving class .......". In case an individual does not have data on the results of a driver's health examination in the data system of the Ministry of Health, he or she is considered ineligible for driving health.

4. Responsibilities of the unit providing the list of support staff for the affiliated unit in Vietnam

- Requesting the units to provide a list of support staff for the affiliated units. Contact information and support from the Ministry of Health on issues related to the issue of a driver's health certificate include:

- Regarding examination and issuance of a driving health certificate: comply with Joint Circular 24/2015/TTLT-BYT-BGTVT dated August 21, 2015. Contact by phone number: 024.62732102 (Department of Rehabilitation & Assessment - Department of Medical Examination and Treatment - Ministry of Health of Vietnam);

Regarding software technical support: the software has the address dulieu.kcb.vn to register an account according to the instructions in Appendix 03. The support phone number is posted on the software. The list of registered staff shall be sent to the Ministry of Health and the health manager.
