To create favorable conditions for travel, meals, and accommodation for candidates taking the high school graduation exam in Vietnam 2023

On May 29, 2023, the Prime Minister issued Directive 17/CT-TTg in 2023 on strengthening the direction and coordination in organizing the high school graduation exam, university enrollment, and vocational education.

In order to well organize the exam, university admission, and vocational education in 2023, the Prime Minister requests that the Ministry of Education and Training, ministries, ministerial-level agencies, agencies attached to the Government, the People's Committees of the provinces, and centrally-run cities fully perform their assigned functions and tasks, focusing on the following:

- Ministry of Education and Training:

+ To fully and promptly promulgate documents directing, guiding, and planning the examination and enrollment of universities and colleges majoring in Early Childhood Education; ensure that the exam questions are absolutely safe, accurate, and meet the requirements of the Examination and Enrollment;

+ Actively coordinate with ministries, branches, and localities in organizing the exam and promptly handling arising problems;

+ Promote the application of information technology to serve the organization of the exam to ensure compliance with regulations, accuracy and safety; coordinate with the Ministry of Public Security and localities to effectively prevent and combat the use of high technology to cheat in the Exam;

+ Focus on effectively implementing the inspection, examination and supervision of the Examination and enrollment of universities and colleges majoring in Early Childhood Education.

- People's Committees of provinces and centrally run cities:

+ Directing the organization of implementation and taking full responsibility for the Exam in the locality;

+ Actively planning and fully preparing human resources, material, and other necessary conditions to organize the exam, especially in extreme and unusual weather conditions;

+ Implementing disease prevention and control, environmental sanitation, food safety, and health care for candidates according to the guidance of health authorities;

+ Creating favorable conditions for traveling, eating, and resting for candidates and their relatives at the test sites; especially candidates with difficult circumstances, remote areas, ethnic minority areas, mountainous and border areas, and islands.

- The Ministry of Labor, War Invalids, and Social Affairs shall fully and promptly promulgate documents directing and guiding the enrollment of vocational education qualifications.

- The Ministry of Public Security directs professional units and the Public Security of provinces and centrally-run cities to closely coordinate with the Education sector and related agencies and units to implement measures to ensure security and safety for the Exam; strengthen the effective prevention and control of the use of high technology to cheat in the Exam.

- The Ministry of Health directs the implementation of disease prevention and control, environmental sanitation, and food safety; prepares human, material, and other necessary conditions to ensure medical examination and treatment for candidates and participants in organizing the exam.

- The Ministry of Information and Communications directs timely, complete, and accurate information and ensures information technology and postal infrastructure for the examination, university entrance examination, and vocational education.

- Ministries, ministerial-level agencies, agencies attached to the Government, Vietnam Electricity, Vietnam Posts and Telecommunications Group, Military Industry - Telecommunications Group, and Vietnam Post Corporation actively cooperate and actively participate with the Ministry of Education and Training and localities in organizing exams, university admissions, and vocational education.

- The Central Executive Committee of the Ho Chi Minh Communist Youth Union directs all levels of the Youth Union to participate in the work of ensuring order and safety and to support candidates and candidates' families during the exam.

Case of receiving incentive points in consideration for recognition of high school graduation in Vietnam

According to Article 40 of the Regulation on High School Graduation Exam issued together with Circular 15/2020/TT-BGDDT:

- Students will be awarded 2.0 points if they win the first prize (or second prize, or third prize) in the national exam for selecting excellent students in 12th grade cultural subjects at the national level or the first prize at the provincial level.

- Students will be awarded 1.5 points if they win consolation prizes in the national exam or the second prize at provincial level in the exam for selecting excellent students in cultural subjects in grade 12.

- Students will be awarded 1.0 points if they win the third prize at the provincial level in the exam for selecting excellent students in cultural subjects in grade 12.

In case students win individual and team prizes in experimental and practical exams in physics, chemistry, and biology; art and sport competitions; defense education sports festivals; science and technology competitions; In writing international letters organized by the education sector in collaboration with specialized disciplines from the provincial level and above at the high school level, the Ministry of Education and Training specifically stipulates as follows: For individual prizes, if students win first prize, second prize, or third prize at national level, or first prize at the provincial level, or a gold medal, 2.0 points will be added.

If the student wins the consolation prize at the national level, the fourth prize in the national science and technology competition, or the second prize at the provincial level, or the silver medal, 1.5 points will be awarded.

If the student wins the third prize at the provincial level or the bronze medal, 1.0 points will be awarded.

For team tournaments, the Ministry of Education and Training only applies the scoring system for national tournaments. Students who have won many different prizes in many competitions are entitled to only one bonus level of the highest prize category.
