Regarding this issue, LawNet answers as follows:

On September 8, 2023, the Ministry of Education and Training issued Official Dispatch 4891/BGDDT-GDDT on guidance on implementing tasks for the 2023 - 2024 school year for ethnic education.

To continue to review and arrange the network of educational establishments in ethnic minority areas in Vietnam

Specifically, in reviewing and arranging the school network, maintaining the quantity and improving the quality of education for children and ethnic minority students at all levels, the Ministry of Education and Training has issued the following tasks:

(1) Continue to review, arrange networks, and reorganize educational establishments in ethnic minority and mountainous areas, especially boarding schools for ethnic minorities, ethnic semi-boarding schools and high schools with centralized accommodation and meals for semi-boarding students in accordance with local planning and actual conditions. The arrangement must ensure the principle of having a specific, reasonable, and convenient roadmap for students' learning.
associated with quality assurance conditions, meeting the requirements of innovating preschool and general education programs.

(2) Implement solutions to increase the rate of mobilizing ethnic minority children and students at all levels of education, from preschool to high school, to go to school at the right age; increase the rate of 5-year-old ethnic minority children attending kindergarten; increase the rate of ethnic minority students completing primary and secondary school; reduce the rate of students dropping out and leaving school; Maintain and improve the results of universal education at all levels to fulfill sustainable development goals for ethnic minorities in the field of education and training.

(3) Continue to focus on directing and properly implementing the work of accreditation and assessment of conditions to ensure the educational quality of local educational establishments and come up with solutions to improve the quality of education at all levels in ethnic minority and mountainous areas.

(4) Increase investment in facilities and teaching equipment for educational establishments in ethnic minority and mountainous areas to meet the requirements of implementing the 2018 General Education Program.

Continue to effectively implement the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021–2030 to solidify schools and classrooms and strengthen facilities and teaching equipment for educational establishments in ethnic minority, mountainous areas, and areas with particularly difficult socio-economic conditions, especially boarding high schools for ethnic minorities, semi-boarding high schools for ethnic minorities, and high schools that organize centralized meals and accommodation for semi-boarding students.

Continue to review and evaluate the current state of school facilities, classrooms, and buildings and make investment plans to upgrade, renovate, and repair to ensure safety for students and teachers, paying special attention to schools in areas at risk of landslides and near rivers and streams; proactively respond to natural disasters, floods, and big storms.

To strengthen ethnic education management in Vietnam

To strengthen ethnic education management, the Ministry of Education and Training has introduced the following contents:

- Departments of Education and Training continue to advise party committees and local authorities on ethnic education development; seriously implement decentralization of management of ethnic education according to current regulations; Propose policy mechanisms and practical and specific solutions to improve the quality of ethnic education.

- Focus on perfecting the management and direction system of ethnic education in provinces/cities with a large number of ethnic education students and ensure that the Department of Education and Training has a focal unit to manage and direct local ethnic education.

- Strengthen the application of information technology to build and manage local ethnic education databases by educational level and by ethnic minority. Carry out information and reporting work well and respond with quality and timeliness to the guiding documents on ethnic education of the Ministry of Education and Training.

- Strengthen inspection and evaluation of conditions to ensure the quality of education in ethnic minority and mountainous areas: in terms of quantity and quality of the structure of teachers and educational managers; facilities and equipment of preschool and general education establishments in ethnic minority, mountainous, and areas with particularly difficult socio-economic conditions; teaching Vietnamese for children and ethnic minority students; teaching ethnic languages for ethnic minority students in high schools and teaching ethnic minority languages for officials, civil servants, and education officials working in ethnic minority and mountainous areas; Teaching foreign languages and educating ethnic cultures in educational establishments in ethnic minority areas, mountainous areas, and areas with particularly difficult socio-economic conditions.

- Inspect and evaluate boarding high schools for ethnic minorities, semi-boarding high schools for ethnic minorities, university preparatory schools, Friendship School 80, Friendship School T78, and Viet Bac Highland High School on managing educational activities, implementing democratic regulations, accountability, and ensuring the participation of students, families, and society in the management of educational activities according to the provisions of Decree 24/2021/ND-CP.
