Regarding this issue, LawNet would like to answer as follows:
On March 8, 2024, the Government issued Resolution 29/NQ-CP on Action Program to Implement Conclusion 61-KL/TW dated August 17, 2023, of the Secretariat on continuing to implement Directive 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection, and development.
- Continue to effectively implement Decision 984/QD-TTg of the Prime Minister in 2021, promulgating the Government's Plan to implement Conclusion 82-KL/TW of the Politburo in 2020 on continuing to implement Resolution 30-NQ/TW on continuing to reorganize, innovate, and develop and improve the operational efficiency of agricultural and forestry companies.
- Resolve and remove obstacles and difficulties in the arrangement and innovation of agricultural and forestry companies in localities, especially the handover and reception of forestry companies from ministries and branches to the People's Committees of provinces and centrally run cities for management.
- Thoroughly handle backlogs and land disputes originating from forestry farms and forestry companies; put an end to the situation where forestry companies and businesses are allocated land but do not use it (ceded, leased, lent, contracted) or use it ineffectively; Completely handle overlapping, disputed, and encroached forestry land areas.
- Resolve residential and production land disputes for ethnic minorities. Strictly control the transfer of residential land and production land assigned to ethnic minorities.
- Strictly manage the situation of free migrants at both departure and arrival places. Localities where people move must strengthen propaganda, advocacy, and stabilize people's lives to minimize migration out of the locality. For localities where people come, organize propaganda and mobilize people to return to their old places of residence. In cases where it is determined that people really do not have the conditions to return to their old places of residence, then organize life stabilization and land settlement in accordance with the local actual situation for people in planned areas.
- Develop and implement research and application tasks of science and technology in the forestry sector according to the Strategy for developing science, technology, and innovation in the Agriculture and Rural Development sector until 2030, with a vision to 2050.
- Implement digital transformation and use artificial intelligence in monitoring, supervising, managing forest resources, preventing forest fires, investigating, inventorying, and monitoring forest developments; forecasting and warning of harmful forest organisms and tracing the origin of forest products; improving capacity to manage, protect, and develop forests; and developing a sustainable forestry economy.
- Research technical and management solutions to adapt to climate change and reduce greenhouse gas emissions in forestry; access and form the forest carbon market; promote the development of the forest carbon market through programs and projects participating in the mechanism of exchanging and compensating carbon credits obtained from activities to increase greenhouse gas absorption in forestry.
- Strengthen dialogue with exporting and importing countries to recognize equality in the timber legality assurance system; organize investment and business forums to connect importers with Vietnamese businesses.
- Strengthen trade promotion and brand promotion; continue to coordinate negotiations and sign FTA agreements to expand export and import markets for wood, wood products, and other forest products; Promote integration in areas such as developing raw material areas, expanding product consumption markets, processing and exporting forest products, sustainable forest management, and forest certification.
- Maintain and expand bilateral cooperation with a number of countries, especially those sharing common borders, to enhance information exchange and coordination in forest management and protection in border areas and prevent illegal timber and wildlife trade across borders.
- Continue to effectively and responsibly implement international treaties and international agreements related to forestry to which the Socialist Republic of Vietnam is a member, such as: Nationally Determined Contributions (NDC) to respond to climate change, the Paris Agreement on climate change, the Convention on International Trade in Endangered Wild Fauna and Flora (CITES), the Convention on Biological Diversity (UNCBD), the Convention to Combat Desertification (UNCCD), and the United Nations Framework Convention on Climate Change (UNFCCC)...; research and join other relevant international treaties.
- Strengthen and proactively attract and mobilize international support capital, foreign direct investment (FDI), and forest carbon trade; proactively cooperate in research, education, and training to access advanced forestry science and technology, and develop human resources for the industry.
- Use foreign funding sources effectively (ODA capital, preferential loans, international support, etc.) toward strengthening forest management, protection and development, forest certification, Prioritize financial support to pilot and replicate models of afforestation, forest restoration, non-timber forest product development, combined agriculture, forestry and fishery, and livelihood development; build forestry infrastructure associated with rural infrastructure.
